Job Description

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and violence reduction, community development and migration management. 

Under the direct supervision of the WASH Operations Officer, the incumbent will support the Hygiene Promotion, Risk Communication and Community Engagement activities in one of the IOM Field Locations. The incumbent will be based in one of IOM Field offices located in Bentiu (Unity State) or Malakal (Upper Nile).

 

Responsibilities

  1. Support the coordination and implementation of hygiene promotion activities. 
  2. Implement specific results-oriented interventions based on the approved overall strategy. Interventions may include but are not limited to, awareness-raising events, communication and messaging, and training of staff and volunteers on good wash and public health practices. 
  3. Support the resource mobilization efforts by implementing RCCE campaigns, organizing capacity-building activities, assist in the coordination of interventions with local authorities, other local humanitarian actors, and community leaders.
  4. Implement and monitor WASH and hygiene promotion operations in the field, including assisting field-level coordination of mobilization activities such as hygiene kits distributions, RCCE campaigns, and community promotion activities related to WASH and public health. 
  5. Assist in coordinating the work of relevant staff, Hygiene Promoters, Community Mobilizers, and Outreach Workers. Coordinate periodic training for staff to facilitate the quality of messages and complete coverage of the population. 
  6. Collaboration with Procurement and Logistic Unit (PLU), assist in procuring culturally and linguistically appropriate Information, Education and Communication (IEC) materials like hygiene kits and others.
  7. Collaboration with the Monitoring and Evaluation Unit (M&E) and Information Management (IM) Unit, assist in monitoring activities and analyze the intervention's progress to help increase the effectiveness of hygiene interventions for better public health outcomes. Participate in field assessments in IOM areas of work on an as-needed basis. This should include recommending specific actions for improvement. 
  8. Engage with local actors and encourage the integration of critical messages to prevent water-related diseases and prevent gender-based violence (GBV).
  9. Maintain working relationships with other clusters or agencies, where appropriate, to help raise awareness of the importance of good hygiene practices for public health. 
  10. Support inclusion of cross-cutting matters into the WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment, and other cross-cutting issues of relevance.
  11. Perform other duties as may be assigned.

 

Qualifications

Education
  • High School diploma from an accredited academic institution with sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and relevant training attained, with at least five years of relevant professional experience, or.
  • Bachelor’s Degree or higher in Public Health, Environmental Sciences, or a related field from an accredited academic institution with sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and relevant training attained, with at least three years of relevant professional experience. 

Experience 

  • Previous work experience and familiarity with the area is an added advantage.
  • Experience in community mobilization and wash programs. 
  • Experience working with different international organizations specialized in humanitarian assistance (e.g., UN agencies, INGOs, IOs, Donors, IFRC, or ICRC). 
  • Proven experience in the design and implementation of interventions that include research methods to address behavior change to promote hygiene.
  • Experience in the design and implementation of KAP surveys, PMD, and WASH evaluations. 

Skills 

  • Advanced know-how and skills on Water, Sanitation and Hygiene (WASH) principles in humanitarian and development settings.
  • Advanced computer literacy in Microsoft Office Suite (MS Word, Excel, and PowerPoint).
  • Demonstrated ability to meet deadlines and deliver under pressure.
  • Ability to produce thorough high-quality work within a tight timeframe.
  • Demonstrated capacity strengthening skills and on-the-job training.
  • Excellent Monitoring and Evaluation (M&E) Skills; management skills; organizational skills. 

Languages

  •      Fluency in English and Arabic is required.
  •      Fluency of local languages relevant to the duty station is mandatory.
