Job Description

 
Context

Under the overall guidance of the Senior Resource Management Officer (SRMO) and the direct supervision of the Supply Chain Officer, the incumbent will be responsible and accountable for providing technical and operational supporting the Supply Chain function of IOM in Ghana, in accordance with the Organization’s regulations and procedures

Responsibilities

  1. Monitor the work of Procurement and Logistics Assistants adhering to IOM policies and procedures and all supply chain management related tasks and activities, planning and timely delivery of goods and services in accordance with the mission’s program needs. 
  2. Review procurement and logistics requests, evaluate service providers, and assess information regarding vendor’s performance in terms of quality, prices, and timely delivery of goods/services in accordance with IOM policy. 
  3. Evaluate existing vendors, recommend alternative supply resources, and set up long term agreements for recurring procurement needs, conduct market research to keep update on local market trends and developments. 
  4. Conduct monthly review of procurement reports, investigate errors and delays, if any, and follow-up actions from relevant staff to close pending items. 
  5. Check and review the quotations, bid analysis; analyze the offers verifying they meet  the specified requirements; support the evaluation and selection of suppliers, and confirm terms of payment; review purchase orders while monitoring receipt of authorization in line with the CO’s delegation of authority (DOA) matrix. 
  6. Provide technical guidance to the program management in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programs/projects. Facilitate bidding processes to promote fairness, transparently and compliance with the existing procurement rules and regulations.
  7. Review the quarterly and annual physical inventory of assets in all offices as coordinated by the Asset Controller, and based on the results of the inventory, assist the Resources Management Officer in providing the appropriate recommendation and action. 
  8. Provide suggestions and technical guidance to improve internal control mechanisms for Supply Chain Management process to safeguard the Organization's assets and prevent fraud while ensuring that country-specific administrative procedures are in place and followed in accordance with the Organization's rules and regulations. 
  9. Provide training and technical guidance to the SCM[NC1]  staff and other relevant staff of CO, with respect to the related policies, rules, and regulations. 
  10. Participate and engage actively in the UN inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
  11. Perform such other duties as may be assigned.

 

Qualifications

Education
  • Master’s degree in supply chain management, logistics, operations management, engineering or a related field from an accredited academic institution; or 
  • University degree in the above fields with two years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in Procurement and contract management, Asset management, Vendor management, administrative, financial and internal control procedures.
  • Experience in computerized accounting systems including SAP/FIORI/SAP, the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; 
  • Experience supervising the development and implementation of administrative control procedures.
  • Strong analytical, planning and people management skills. 
  • Ability to prepare clear and concise reports.       
  • Excellent communication skills. 
  • Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.   
  • Ability to supervise staff and coordinate activities, to lead and coach individuals, and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. 
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage

Skills

  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of WAVE is an advantage.
Languages
  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
