Office/Unit/Project Description
UNDP’s Brussels Representation Office supports and promotes the partnership between the European Union (EU), Belgium, and UNDP built on shared values and objectives for advancing peace and security, human rights and development. This partnership is based on a joint commitment to the 2030 Agenda for Sustainable Development and to supporting countries’ progress and investing in their efforts to end poverty, protect the planet and build prosperity for all.
This position of Programme Operations Analyst is placed within the Contract Management Unit (CMU) which focuses primarily on supporting UNDP-led implementation of EU-funded operations taking place in some 140 countries. CMU is mandated to review and clear all contribution agreements with the European Commission and support offices in the negotiation, implementation, reporting and verification of said agreements.
The Programme Operations Analyst provides support to the work of the CMU in the areas of (1) compliance with the established regulatory framework of the EU and UNDP (2) administrative support, data collection and processing.
The Analyst must be self-motivated, with the capacity to take initiative and be results- and solutions- oriented. S/he must be self-organized and flexible. With excellent communications, attention to detail and analytical skills, s/he should be able to meet tight deadlines whilst working effectively in a fast-paced environment.
Scope of Work
- Contribute in the formulation of programme/project proposals and the preparation of EU-UNDP contribution agreements (for development and humanitarian actions) and provide support in reviewing and assessing the reports submitted through the Representation Office in line with the applicable contractual framework and facilitate the submission process with the donor;
- Review and where necessary, update the existing guidance relating to (1) the formulation of EU-funded programme/project proposals in light of the latest EU-UN contractual framework; (2) the reporting requirements stemming from the EU’s contracts templates, including verification;
- Based on existing database, preparation of relevant inputs for office’s internal and external publication materials such as data for presentations and briefings, official correspondence, quarterly reports; update of the EU-UN(DP) partnerships information package;
- Facilitate in the organisation of meetings, trainings, and other EU-UN(DP) events, as required;
- Review and update the early-warning functions (Outlook and Excel functionalities) used with regards to EU projects’ main contractual milestones;
- Update the office’s depository of “best practices” (ie. identification of cases) related to the EC's development operations;
- Respond to ad-hoc requests for additional support in the above-indicated areas.
- The incumbent performs other duties within their functional profile as deemed necessary for theefficient functioning of the Office and the Organization
Institutional Arrangement
The incumbent will perform their duties under the direct supervision of the EU Contributions Management Specialist leading the CMU.

Required Education, Experience, Skills and Competencies
Minimum Education requirements
Advanced university degree (Master’s degree or equivalent) in Public Administration, Economics, Political Sciences, International Relations, Development Studies, or other related field is required. Or
A first-level university degree (Bachelor’s degree) in the above fields, in combination with an additional 2 years of relevant experience will be given due consideration in lieu of an advanced university degree.
Minimum years of relevant work experience
Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level, providing advisory support and/or analysis in the field of development and / or humanitarian cooperation is required.
Required skills
- Proven track record of knowledge of the EU’s external funding streams (development and humanitarian assistance) and of EU institutions;
- Experience in working with the UN or other international organizations with strong understanding of EU/UN mission, objectives, regulations and working partnerships;
- Experience in administrative and organizational tasks, with ability to plan, analyse, organize, implement and report on accomplished tasks;
- Experience in reviewing a variety of data (numbers, infographics), and identifying patterns and problems;
- Proficiency in the usage of software packages (MSWord, Excel, PowerPoint, Outlook) and handling of web-based management systems.
Desired skills in addition to the competencies covered in the Competencies section
- Proven experience and knowledge of UN processes relating to operational activities for development and humanitarian assistance is an asset.
- Good understanding of UN or UNDP programming and project management arrangements is desired.
- Familiarity with UN/UNDP-EU partnership is desired.
- Experience in portfolio management monitoring and reporting is desired.
Required Language (s):
- Fluency in English and French (written and spoken) is required.
- Knowledge of another UN language is an asset.
