Job Overview/Summary
IRC Supply Chain entails all the systems and support functions necessary to implement programs effectively, inclusive of procurement, logistics, inventory management, asset management and fleet management. Global Supply Chain (GSC) provides support to all IRC offices worldwide. GSC leadership ensure that SC activities are conducted in the best interest of the IRC and in compliance with applicable policies, Standard Operating Procedures (SOPs) and donor requirements. The Director GSC CRRD with their regional supply teams, and in collaboration with regional program & Operations leadership, Country Program leadership and operations staff, and their Global Supply Chain colleagues, will focus on developing and implementing a high standard of supply chain excellence to increase program impact, operational efficiency, and compliance.
Key Responsibilities
Leadership and Management
•Along with the rest of GSC Leadership, build and drive the implementation of GSC strategy, annual work plans and other Global and CRRD initiatives.  Draw the links between global, regional and country strategies and priorities. 
•Provide strong representation of SCM field realities, challenges and priorities to GSC senior leadership, and to relevant internal and external parties. Ensure that field-focused aspects of strategies and solutions are given adequate consideration and are sufficiently addressed.
•Ensure that Regional Supply Chain Directors (RSCDs) and their teams are managed with clear objectives against the annual workplans.  Maintain collaborative Management-In-Partnership (MIP) relationships with the Regional Vice Presidents (RVPs) in the supervision of the RSCDs. 
•Represent GSC in internal and external working groups, committees and forums; seeking to leverage the best favorable outcomes for GSC and the organization. 

Supply Chain Operations Management
•Promote a culture of supply chain staff inclusion at all steps of the project cycle. Ensure that supply chain staff, including regional teams, are adequately consulted and offer comprehensive input during grant design, start up, implementation and close out. Co-lead innovation in business development efforts to address infrastructure and other operational funding gaps, especially in CRRD.
•With the Risk and Compliance Director and RSCDs, design supply chain assessments to identify areas of improvement for country programs. Lead improvements to CRRD supply chain practices and controls required for donor compliance, fraud prevention and to ensure IRC receives value for money in procurement activities. 
•Build a culture of data-based decision making tied to SC best practice in CRRD.  Help IRC build end-to-end visibility of the supply chain in order to improve operations at every level.  Strategize ways to ensure CPs’ effective and compliant utilization of the system data. Closely monitor SC critical metrics including spend analytics, operational efficiencies and support the teams in setting and implementing improvement plans.
•Support the deployment and smooth adoption of relevant supply chain technologies and systems for the betterment of supply chain at the agency.  Collaborate with the Systems and Data unit within GSC, and the global IT department as needed as well.
•Lead the strategy for the deployment of GSC sponsored policies and related documentation that promote best practices and compliance in CRRD.  Ensure that internal policies, industry standards, as well as national and donor compliance requirements, are understood and adhered to by all staff undertaking SC activities, as well as all other internal stakeholders.  
•Promote a culture of cross-CP learning where there is the sharing of ideas, solutions, and difficulties.  Develop continuous learning plans and other development activities for CRRD office supply chain staff, as well as other stakeholders.
•Champion home-grown creative action: Identify and amplify/replicate new innovative practices in SC across relevant CPs/grants. Recognize staff who experiment and innovate for improved efficiency in supply chain. 
•Develop effective partnerships with global, regional and country stakeholders to plan for future requirements and develop proactive supply chain strategies that meet evolving donor and geopolitical realities.
•Support regional management teams in tracking operational supply chain & enterprise risks; developing & ensuring execution of mitigation plans to address supply chain risks & weaknesses
Key Working Relationships
Position Reports to: Chief Global Supply Chain Officer 
Position directly supervises: CRRD Regional Supply Chain Directors
Other Internal and/or external contacts: 
Internal: GSC staff, CRRD Global Leadership, CRRD Ops Leads, CRRD Regional Program and Operations Directors, Regional and HQ Finance Directors, IT Directors, TechEx staff.
External: IRC Supply Chain representative in outside meetings, other non-governmental organizations, inter-agency groups and foundations.
Job Requirements:
Required Qualifications, Skills and Experience
•Demonstrable extensive  senior SCM experience, operational management experience, or experience in relevant service delivery, with at least some experience  within international organizations. Experience working in or with clients in developing countries preferred.
•Post graduate qualification in a relevant field, such as supply chain, economics, finance, business, or a related discipline. Bachelor’s degree with commensurate relevant experience may be considered. 
•Industry recognized certification such as the HLCP CSCM, the APICS’ CSCM, the Institute for Supply - ISM Management’s CPSM, or equivalent, will be highly regarded.
•Familiarity with more than one major donor (USG; Global Fund, UN system, European Union, etc.) funding policies, with proven expertise in their SCM, finance, grant compliance and performance requirements a plus.
•Strong people leadership skills, with proven ability to lead internationally dispersed, telecommuting or matrixed teams. 
•Willingness and ability to travel overseas up to 20%, including remote and/or difficult environments, for assessments and technical assistance to field programs. 
•Fluency in English; working ability in French, Spanish or Arabic a plus.
•Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Project, Outlook, SharePoint) required.

Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
