1. Project Background
The AIIB Human Resources (HR) Department Strategy for 2023-2030 will, in part, rely upon all units in the department having access to the capacity to deliver timely, engaging and concise communications. Closely work on the HR Roadmap 2030 in becoming the Global Employer of Choice. External Employer Branding and Representation.
2. Objectives of the Assignment
AIIB is seeking a seasoned Senior HR Communications Consultant to support the Director General of Human Resources and the Acting Vice President, Chief Administration Officer, in delivering strategic communications aligned with the Bank’s HR Strategy 2023-2030. This role focuses on crafting and executing high-impact communications strategies for key HR initiatives, ensuring alignment with AIIB’s broader organizational goals. The role requires significant engagement with senior leaders, board members, and internal and external audiences. The consultant will play a pivotal role in enhancing AIIB’s employer branding, driving culture initiatives, and ensuring seamless communication for HR’s strategic roadmap to position AIIB as a global employer of choice.
3. Scope of Services
The deliverables for the Consultant will be to support, department wide, the generation and delivery of HR communication materials in all forms, as required.
4. Consultancy Output / Deliverables
The deliverables will include, but are not limited to working independently or as a member of a team on a full-time basis to: -Develop and execute high-level communications strategies for internal and external stakeholders, including senior leadership, board members, and external audiences. -Design, refine, and deliver communication materials for critical HR initiatives such as strategic planning, policy updates, and organizational change. -Lead the preparation and delivery of HR-related presentations, including Board and committee briefings. -Drive internal HR communications to engage staff, build alignment, and reinforce AIIB’s mission and values. -Liaise with key units, including Talent Acquisition, Performance and Reward, and Learning & Organizational Development, to ensure consistent messaging across the organization. -Partner with internal stakeholders on HR-related digital initiatives and knowledge-sharing platforms. -Lead communication strategies for culture-building initiatives to foster an inclusive, high-performing work environment.
5. Implementation Arrangement
The consultant will work remotely, the AIIB HQ in Beijing attendance is not required for the scope of the deliverables. The consultant will report to the Director Generals, Human Resources but have departmental wide project overlap in duties.
6. Support to the Consultant by the Bank
The Consultant will provide their own laptop, software, workspace and any other matters related to the delivery of the scope of services. They will have access to all relevant systems, documents and materials as related to their output.

Qualification Requirement
- Strong knowledge of strategic HR communications, including employer branding and internal communication. - Master’s degree in Communications, Public Relations, HR Management, or a related field. -At least 10 years of experience in strategic communications, preferably within international organizations or multilateral institutions. -Demonstrated success in developing and executing high-impact communication strategies for senior leadership and board-level audiences.
