Livelihoods Specialist

What we are looking for

Strategy development experience with technical expertise in Livelihoods and Food Security related programming, working with displaced populations in humanitarian context, preferably in a protracted crisis and or recovery context.

Livelihoods programme design experience in urban displacement setting and/or camps setting with significant experience leading the development and/or support of market-based components, cash components or financial inclusion components.

Experience in building partnerships as well as engaging and managing various stakeholders, including external relations and a fundraising background.

Innovativeness and ability to challenge status quo, bringing positive change while keeping in mind the needs of the beneficiaries.

Strong analytical skills and proficiency with data collection and analysis. Good knowledge of the context in Jordan and/or neighbouring or similar countries, with a broad understanding of the Syria crisis.

What you will do

The Livelihoods Specialist is responsible for the setting the strategic direction of NRC Jordan’s livelihoods programs, advocating on relevant policy and advocacy issues and leading on fundraising for the strategy. 

The Specialist also works with NRC’s implementation teams in the field to ensure the program is technically sound and adapts to the context and programmatic quality and learning. The roleholder also is responsible for mentoring, training, and capacity development of staff on livelihoods technical capacity.

The job will entail:

  1. Developing the country's  Livelihoods & Food Security (LFS) strategy, as well as providing technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  2. Ensuring compliance with and adherence of LFS programs to NRC policies, guidance and procedures.
  3. Contributing to fundraising, develop and revise funding proposal, budgets and donor reports.
  4. Identifying trends, technical standards and donor priorities for LFS programming.
  5. Following-up on compliance with contractual commitments for LFS programming, and ensure high technical quality and synergies with other CCs & thematic areas in project implementation.
  6. Providing technical direction and support to project implementation.  
  7. Ensuring that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes.
  8. Providing systematic training and build capacity of technical staff, in modern livelihoods programming, and market-based programming for livelihoods.
  9. Representing NRC in relevant forums/clusters, including with national authorities and donors
  10. Promoting the rights of returnees and other vulnerable groups in line with NRC’s Advocacy strategy

What you will bring

  • Minimum 6 years of professional experience related to Livelihoods programming, including technical expertise working in a protracted crisis and or recovery context.
  • Experience working with displacement-affected populations and experience in middle-income or high-income humanitarian contexts.
  • Experience designing and implementing Livelihood programs in urban displacement setting and/or camps setting in protracted displacement.
  • Significant experience leading the development and/or support of market-based components, cash components or financial inclusion components in support of Livelihoods programming.
  • Experience engaging with and building strategic partnerships with various stakeholders, including civil society, national authorities and / or the private sector.
  • Strong analytical skills and proficiency with data collection and analysis. 
  • Some demonstrated knowledge and skills in market-based programming, cash-based interventions, and / or financial inclusion is an asset, as well as experience developing innovative approaches within an organization.
  • Knowledge of the context in Jordan and/or neighbouring or similar countries.
  • Fluency in English, both written and verbal. Proficiency in Arabic language is an asset.

What we offer:

  • Duty station: Amman (Amman is an accompanied/ family duty station)
  • Contract: 12 months with possibility of extension.
  • Travel: 30% within the country.
  • Salary/benefits: Grade 9 on NRC’s Jordan national salary scale, with accompanying terms and conditions
