Background:
In 2024 UNFPA and UNICEF supported the National Secretariat for the Reduction of Teenage Pregnancy and Child Marriage to develop a National Strategy for the
Reducing Adolescent Pregnancy and Child Marriage 2025-2030. The Strategy will be launched in February 2025. To ensure its successful implementation, an implementation plan covering the first three (3) years must be designed. Furthermore, a monitoring and evaluation framework must be developed to monitor its progress.
The consultant will be supervised by the Gender and Adolescent Health and Rights Specialist
Purpose of the consultancy:
The consultancy's purpose is to develop an implementation, monitoring, and evaluation strategy for reducing Adolescent Pregnancy and Child Marriage, including a costed implementation plan for the roll-out of child and adolescent health and life skills (CAHLS) in Sierra Leone.
Scope of work:
Working in collaboration with the National Secretariat for the Reduction of Teenage Pregnancy and Child Marriage, key line ministries, and key partners. The
International Consultant will :
i. Develop an implementation strategy for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
ii. Develop a costed implementation plan for the rollout of the Child and Adolescent Health and Life Skills (CAHLS) curriculum in Sierra Leone.
iii. Develop a monitoring and evaluation plan for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
The deliverables of this consultancy will be submitted as follows:
- Phase 1 (10%) - Inception report outlining the methodology to execute the assignment including the relevant data collection tools to be utilized.
- Phase 2 (20%) - Draft Costed Implementation Plan for the Child and Adolescent Health and Life Skills (CAHLS) curriculum in Sierra Leone
- Phase 3 (20% )- Draft Implementation Strategy for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
- Phase 4 (10%) - Draft Monitoring and evaluation plan for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
- Phase 5 (10%) - Stakeholder Validation Workshop
- Phase 6 (25%) - Final versions of the following document which reflect recommendations from the stakeholder validation workshop:
1. Costed implementation plan for the Child and Adolescent Health and Life Skills (CAHLS) curriculum in Sierra Leone
2. Implementation strategy for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
3. Monitoring and evaluation plan for the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage
Qualifications and Experience:
Education:
● Advanced University degree (Masters level) in public health, education, international development, gender studies or similar Experience
● At least seven (7) years of experience working in public health, education or related field
● Demonstrable five (5) years of experience in the development of implementation and monitoring strategies and plans
● Demonstrable experience working on multisectoral projects
● Prior experience working in Sierra Leone or West Africa
Language:
● Fluency in spoken and written English.
