Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The position is located in the Industry and Economy Division, Chemicals and Health Branch, GEF Chemicals and Waste Unit at the Nairobi duty station. Under the direct supervision of the Programme Budget Officer, the incumbent will be responsible for the following duties:

Responsibilities

Budget: • Provides support for reviewing, analyzing, and preparing the medium-term plan and its revisions. • Prepares supporting documents (financial and supporting tables) for cost estimates and budget proposals for staff and non-staff requirements. • Assists managers in elaborating resource requirements for budget submissions. • Undertakes research and supports Fund Management Officers in budget reviews of intergovernmental and expert bodies. • Monitors expenditures and compares them with the approved budget; prepares adjustments as needed. • Reviews requisitions for goods and services to ensure: a) Correct objects of expenditure are charged. b) Availability of funds. • Assists in preparing budget performance submissions and finalizing budget performance reports, analyzing variances between approved budgets and actual expenditures. • Monitors the integrity of various financial databases. • Verifies the accuracy of input data, ensuring consistency between previous and new allotments. • Coordinates with other finance and budget staff on related issues during the preparation of budget reports. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. Claims: • Reviews, analyzes, and prepares payments to third parties and consultants. Treasury: • Monitors and reviews methods used to remit payments and investigates cases of non-receipt of payments. • Reviews and follows up on refunds from project partners and the application of funds. • Prepares payments and follows up on disbursements by the Cashier. • Creates receipts and deposits for all incoming funds. • Notifies payees about the status of payments. • Assists staff members, Fund Management Officers, and donors with queries related to payments and deposits. • Investigates complaints regarding non-receipt of funds. • Files and archives documents as required. General: • Drafts or prepares correspondence to respond to inquiries related to financial and budget matters. • Maintains and keeps up-to-date files. • May be responsible for providing guidance, training, and daily supervision, liaise with other general service staff in the area of responsibility. • Performs other related duties, as assigned.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Certified Public Accountant (CPA) or equivalent is desirable. Supplemental training in accounting, finance or related field are desirable.

Work Experience

A minimum of seven (7) years progressive working experience in finance, budget, accounting or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in Global Environment Facility (GEF) project/grant management, budgeting, accounting, and financial management is desirable. Proven experience working with Enterprise Resource Planning (ERP) systems such as Systems Applications and Products (SAP) is desirable. 1 year or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas".

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.

Special Notice

Appointment against this project position is for an initial period of one (1) year and may be subject to extension. “Candidate selected for this position will be granted a fixed-term appointment limited (“FTA-limited”) in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments. Renewal of appointment is contingent upon continued existence of mandate and availability of funding.
