Energy Expert - Small scale solutions profile for MSB Field Staff roster
Introduction
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.
MSB is opening our roster for Energy Expert - Small scale solutions, interested in working with us on a humanitarian operations. When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior a mission with us you need to conduct the MSB induction training.
A registration on our roster is initialy for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a Energy expert - Small scale solutions, the mission lenght normally is six months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day.

Energy experts - Small scale solutions, are deployed as seconded staff to the UN. They will conduct energy consumption assessments and needs assessments in refugee settings and conduct technical assessments of existing energy systems used by refugees and communities. They will develop new alternative/additional solutions including calculations and design proposals and conduct evaluations of the quantity and quality of existing energy solutions for cooking.
They will develop alternative and additional solutions, including clean cooking fuel, biomass briquette options, solar energy and more sustainable innovative technologies for cooking. Explore the solar cooking market in the relevant area with the support of the partner organization. They will also explore and, if possible, test the use of electric induction cookers. The Energy Expert will lead projects implementing small-scale solar grids to electrify critical infrastructure and solar-powered irrigation systems. Also ensure adequate operation and maintenance of energy systems.

Duties
As a Energy Expert -Small scale solitions, you are expected to perform:
General:
• Undertake assessments of energy consumption and calculation of needs in refugee settings at household level as well as for health centers, schools, community centers, WASH-services etc.
• Carry out technical assessments of existing energy systems used by refugees and host communities (health centers, schools, community centers, WASH-services etc.) and propose new alternative/additional solutions including calculations and design proposals.
• Assist the Supply chain section/team of the host organization to conduct market surveys on solar equipment (solar panels, batteries, inverters, etc.) and contract options (energy-as-a-service, lease to own, etc.) available in the country.
• Assist the Supply chain section/team of the host organization, to conduct a survey of private energy companies and select eligible companies to bid on UN projects in refugee settings, working closely with the organizations Supply chain section/team.
• Prepare procurement documents and provide support during procurement, assessment of bids etc.
• Support and lead implementation of small-scale projects for alternative energy solutions in refugee, IDP and other displacement contexts as needed.
• Support in the development of national level Sustainable Energy Strategies or Action plans, ensuring a holistic approach to energy access factoring in long term costs-benefit analysis (specifically including ongoing operations and maintenance costs) and feasibility studies.
Clean cooking technologies and electricity access for households:
• Explore the solar-powered cooking market in the relevant country with the support of a Liaison Officer or similar at the host organization, by i.e. conducting assessments of availability, usage, quantity and quality of existing cooking energy solutions.
• Propose alternative and additional solutions including clean cooking fuel and stoves, biomass briquette options, solar energy and more sustainable innovative technologies for cooking.
• Lead project implementation on clean cooking for households as well as on electricity access for households/communities, including e.g. inclusion of solar mini-grids to electrify critical infrastructure, community services, irrigation systems and household needs.
Operation and Maintenance:
• Ensure adequate operation and maintenance activities of energy systems, including thorough review of reporting and validation of field reports.
• Supervise and monitor the work of contractors installing the energy sources if external contractors are used, making sure the work meets the operational needs, industry standards as well as sustainability standards of the requesting organization.
• Support with inputs to sustainability standards regarding maintenance of renewable energy systems in refugee and IDP (displacement) settings.
• Conduct training as required, support and build the capacity of local electricians and community representatives, in installation, operations and maintenance of sustainable energy systems. Ensure inclusion of women in trainings of installation and maintenance of renewable energy systems.

•Experience of work with different kinds of sustainable energy solutions, including installation, commissioning and operations phases.
•A minimum of 1 years’ experience within relevant area of expertise in a Humanitarian setting.
• Desirable is also field experience from work with gender equality aspects applicable for the nature of this profile.
• Desirable is also skills/knowledge about prevalence and challenges related to Gender based violence and Child Protection as well as gender empowerment possibilities.

Education
A minimum of a Bachelor´s degree in Electrical Engineering, Environmental Engineering, Civil Engineering or other engineering degrees in the relevant field. Other forms of training coupled with working experience in the field may be used in lieu of a formal Bachelor's degree.
Languages
Fluency in English is essential, both spoken and written.
Knowledge of French, Arabic, Spanish or any other official UN languages is an asset.
