Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the country’s most vulnerable communities, especially in rural areas.

Ukraine joined FAO in 2003 and since 2015 the Organization has been operating in two strategic directions\: emergency humanitarian response in conflict-affected oblasts and agricultural development across the whole country. Following the outbreak of the war in Ukraine in February 2022, FAO has scaled up its activities in the country to support agricultural production and food systems with the aim of protecting the food security of vulnerable households and communities across Ukraine.

This role is based full-time, in office, in Kyiv, Ukraine.

Reporting Lines

Under the overall supervision of the Head of Office in Ukraine, the direct supervision of the Procurement Officer in Ukraine, and in close collaboration with Heads of Units, Heads of Field Offices.


Technical Focus

The National Supply Chain Specialist will be responsible for the support, coordination, and provision of effective support in the management of FAO Ukraine supply chain operations, to ensure timely and efficient delivery of the portfolio of Ukraine.


Tasks and responsibilities

• Coordinate management of service providers/suppliers, deliveries, and warehouse operations to promote safe and efficient strategies and execution of FAO’s operations. This includes the establishment of long-term agreements for e.g. customs clearance, storage and transport;
• Monitor supply dashboards and mitigate potential logistical bottlenecks and challenges to drive improvements and ensure efficient and effective logistics system;
• Lead development and maintenance of internal procedures and workflows relating to logistical processes;
• Establish schedule for periodic physical inventory of warehouse stock.
• Provide Procurement Support to the Project Officers and Technical Officers through all the phases of Project Cycle.
• Foster productive partnerships with key stakeholders amongst UN agencies and NGOs to share knowledge and resources, resulting in coordinated and cost-effective logistical operations.
• Formulate specific Standard Operating Procedures (SOPs) including policies for field supply chain support, and fleet management.
• Provide effective and timely planning, oversight, management, and coordination of logistics support operations, including integration and monitoring the implementation of logistics support plans at all field offices. Ensure effective and timely provision and coordination of diverse logistics support requirements;
• Plan and manage the shipment of goods choosing the best possible transport means and manage all related administration procedures and documents and the delivery of inputs from supplier to the beneficiaries.
• Communicate to suppliers on the delivery arrangement of ordered goods, develop the delivery schedule and follow-up with the respective stakeholders within FAO, Suppliers and beneficiaries (partners) on the delivery schedule;
• Prepare and periodically update the delivery tracker, ensuring provision of clear and correct data to the stakeholders;
• In consultation with Operations, Program and Procurement staff, provide input to the country programme planning and advice on logistical requirements for the office and Annual Work Plans;
• Coordinate and provide logistics support to ongoing air, land, sea, or rail operations in the field;
• Prepare supply and support plans, deployment timelines and budget requirements. Develop contingency plans and implements methodologies and tools to maximize the effectiveness of logistical operations;
• Carry out other relevant tasks as and when requested by the Supervisor.

Minimum Requirements

• University degree in Logistics, Transport, Business Administration, Economics or similar.
• Three (3) years of relevant experience in logistic, administrative and/or office management experience.
• Working knowledge of English and Ukrainian.
• Nationality of Ukraine.

Technical/Functional Skills

• Good knowledge of MS Office applications, Internet and office technology equipment.
