JOB PURPOSE:
To plan and manage field operations to ensure the effective and efficient deployment of food assistance programmes and use of allocated resources.
KEY RESPONSIBILITIES:
Under the supervision of the Deputy Country Director (DCD), the Head of Field Office (HOFO) will be responsible for the following duties:
Food Security and Nutrition
Define and implement WFP policies and strategies for the Field Office, consistent with the broader policies and strategies established by the organization in line with the government priorities.
Monitor the food security and nutrition situation in the area of responsibility, identify areas of intervention and needs for assistance, plan the utilization of resources made available to WFP and coordinate timely delivery of food assistance to the beneficiaries.
Undertake food security and nutrition assessments, liaison with communities and beneficiaries, lead field visits to monitor project outputs and inspect storage places and food distribution points where WFP commodities are received and distributed.
Operations Management
Ensure effective management of WFP operations in the area of responsibility including the coordination of Programme, supply chain activities and correct implementation of WFP rules and regulations related to administration and finance and human resources.
Efficient and effective management of all resources, including food, finance, and personnel (excluding appointments and reassignments of international mobile staff).
Contribute to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken.
Transmit clear, comprehensive information and well prepared periodic and ad-hoc reports on the progress of operational projects to the DCD and CO functional areas, and make recommendations and/or proposals for improvements operations.
Manage WFP premises (offices, warehouses, guesthouses, etc.) to ensure that they are always clean, safe, and secure. Ensure that the maintenance and utilization of WFP’s assets (IT/TEC equipment, vehicles, fuel, etc.) are in line with the WFP’s policies and regulations.
Bring to the attention of the DCD and respective CO functional areas any administrative, personnel and/or security constraints in the delivery of WFP’s mandate.
Team Management
Lead by example with integrity. Uphold WFP values, principles, and standards at all times.
Contribute to the development of WFP’s field-oriented workforce focused on saving and changing lives.
Partnerships Management
Liaise with local government authorities, international and local NGOs, UN agencies, donors, beneficiaries, and pipeline agencies for harmonization and coordination of ongoing and future food assistance activities.
Advise the government on the handling, transport, storage, and distribution of the commodities supplied by WFP and on the maintenance of all records, accounts and books as stipulated in the Plan of Operations or the Letter of Understanding and ensure that reports required for WFP are accurate and provided as scheduled.
Organize and lead field missions to showcase WFP’s programmes and interventions, in coordination with relevant stakeholders.
Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least three (3) years of postgraduate professional experience.
Language: Fluency (level C) in both oral and written communication in Portuguese and English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has developed, or supported in the development of single discipline work plans to support the achievement of WFP strategic aims within a defined area.
Has gained some exposure in field operations, preferably in a hardship duty station or emergency situation.
Has field experience via field rotations or working in a sub-office, and through field postings.
Gained experience of analysing local political situations and assessing risk accurately.
Gained broader exposure across areas within a function (i.e. policy, programme etc.).
Has gained experience managing small to mid-size financial budgets, balancing priorities effectively.
Has experience leading a small to mid-size team to ensure the effective delivery of objectives.
Participated in a vendor/government/ partner negotiation within area of focus.
Participated in a small emergency operation/ development programme.
Has experience with security co-ordination and compound management within a smaller area.
