JOB TITLE : Internationl Consultant, Programme Policy Officer (Emergency Officer)

TYPE OF CONTRACT: CSTII

DUTY STATION (City, Country): N’Djamena, Chad

DURATION: 11 months

JOB PURPOSE

To provide expert advice, analysis and substantial contributions to integrated emergency response operations at Chad Country Office level and/or manage field emergency operations to ensure an effective response in terms of food assistance and/or service provision requirements.

CONTEXT

         

Chad is one of the African countries hosting the higher number of refugees with over 1.3 million refugees, of which about 800 000 fled Sudan to Chad since April 2023. With the Lake Chad crisis, with 219,000 IDPs are living in difficult conditions and the security situation remains volatile. Chad is a Sahelian country submitted to recurrent droughts and flood. An important part of the population, particularly those leaving in Sahelian belt are food insecure during the lean season, is it anticipate that 3.4 million will be food insecure during the 2025 lean season. More than 1.3 million of children suffer of global acute malnutrition in Chad. Food and nutritional assistance to displaced populations (Refugees, Returnees, IDPs) and severely food insecure population is the biggest portfolio of the CO.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to the EPRP and AA Officer, the Emergency Officer will be responsible for the following:

  • Provide analysis and reports to enhance context from an emergency perspective thus reinforcing technical guidance for operational decision making

  • Support sub-offices and cooperating partners from various technical/functional areas on effective coordination tools to ensure that emergency preparedness and response is delivered in a coherent, integrated, and efficient manner

  • Contribute to emergency preparedness and response (early warning, risk analysis, assessment, capacities, contingency planning, scenario building and Concept of Operations order to respond to humanitarian crises and needs.

  • Liaise with UNHCR and IOM for the coordination of operations related to refugees, IDPs, and returnees

  • Gather and share information, prepare documentation, monitor and track emergency activities implementation to contribute to the application of WFP’s emergency guidance and protocols for an effective emergency preparedness and response.

  • Contribute to donor reporting (narrative and realizations) on emergency response activities through effective coordination with emergency team, RAM, Logistic, CBT and Partnership units.

  • Contribute to resource mobilization efforts for WFP projects, clearly articulating the need for food assistance and related programme opportunities.

  • Verification of cooperating partners project proposals and budgets, monitoring of activities, support in capacity development plans, performance evaluation as well as invoice submission/payment.

  • Participate in the technical design and dissemination of timely situational updates including mapping of data on emergency situations to diverse range of stakeholders to ensure effective decision-making.

  • Manage emergency team composed   of national and international staff based in the Country Office. Lead, motivate and develop a team of staff to enable high performance.

  • Ensure that project implementation operations comply with WFP rules, regulations and policies and emergency response strategy

  • Ensure operational coordination between the emergency s and other functional teams within the Country Office, as well as with Field Offices.

  • Provide support in developing functional trainings and documents of lessons learned to promote good knowledge management practices.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in humanitarian assistance, emergency preparedness and response, anticipatory action, development or related activities and working in emergency contexts and with displaced populations and vulnerable groups, including substantial field-based experience.

  • Experience in coordination with internal and external partners across functional areas

  • Contributed into implementing activities such as (but not limited to) programmes, CBT, nutrition, and field operation.

  • Technical knowledge of emergency coordination (Clusters and refugee coordination mechanism) through exposure to field and emergency operations

  • Analytical skills to support developing emergency preparedness and response operations

  • Strong writing skills to contribute to donors reporting

  • Experience in delivering training and conducting capacity-building for field operations

  • Experience in team leadership and coordination across functions

  • Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.

  • Understanding of food security and nutrition programming with previous experience from WFP or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education:

Advanced University degree preferably in humanitarian action and international development, social sciences, public administration, international law, public health, international relations/ affairs, , business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.

Experience

At least 5 years of relevant experience in humanitarian work, including at the field level.

Language:

Fluency in French and English language (level C)
