GCF Project Operations Officer

 

Reporting to the GCF Readiness and NAP Lead, the Officer will play a critical role in mobilizing climate finance, coordinating project activities—including capacity building for key stakeholders, production of strategic documents, and knowledge sharing—and facilitating stakeholder engagement to ensure effective implementation and alignment with national climate priorities. The Officer will also be responsible for providing technical and operational support, developing project work plans, monitoring progress, and fostering collaboration across government departments and other entities. This role requires a proactive individual with strong project management skills, a solid understanding of climate finance mechanisms, and the ability to build and maintain collaborative relationships to drive the country’s climate action agenda forward.

Purpose
  • Support project and budget management and delivery applying basic project management knowledge and skill. 
  • Lead capacity-building initiatives on climate finance, assisting the Ministry in enhancing its institutional capacity to access and manage climate funding effectively.
  • Analize data and information related to funding projects, assist in identifying bankable projects for climate finance, and contribute to studies aimed at mobilizing funds for priority climate initiatives.
  • Compile information and conduct analyses to support knowledge product development and knowledge sharing.
  • Support monitoring and other program implementation metrics to support assessment of performance of products and methodologies.

 

Engagement 
  • Collaborate with partners to ensure alignment of capacity-building activities with project goals and stakeholder needs.
  • Collaborate with the National Designated Authority (NDA), Country Representative, and Project Manager to address emerging priorities and ensure effective project implementation.
  • Provide timely and high-quality deliverables for assigned tasks, ensuring alignment with project goals and stakeholder expectations.
  • Maintain clear communication and coordination with relevant stakeholders to ensure seamless execution of assigned duties.
  • Adapt to evolving project needs and contribute flexibly to the successful achievement of project outcomes.

 

Delivery

1. Project Management & Delivery

  • Support the execution of the GCF Readiness Project in coordination with the NDA.
  • Assist in developing project work plans, timelines, and deliverables.
  • Monitor and track key performance indicators (KPIs) for climate finance mobilization.
  • Support budget monitoring and assessment of implementation metrics.

 

2. Climate Finance & Technical Support

  • Analyze climate finance data and support the identification and development of bankable projects.
  • Support project feasibility and pre-feasibility studies.
  • Assist in developing strategies and guidelines aligned with Ethiopia’s climate priorities and GCF mechanisms.
  • Provide technical assistance on climate finance policies and practices.
  • Support the Ministry in engaging relevant government departments, local authorities, and stakeholders in climate finance coordination.

 

3. Capacity Building & Stakeholder Engagement

  • Design and deliver capacity-building training for the NDA and various stakeholders to enhance their skills and knowledge in relevant areas.
  • Strengthen partnerships with donors and international organizations to secure funding.
  • Conduct surveys to support assessments and exchange information on project design and implementation.
  • Participate in needs assessments to identify and recommend priority areas for investment.
  • Facilitate training sessions, workshops, and knowledge-sharing initiatives to strengthen the capabilities of the NDA and stakeholders.

 

Undertake additional tasks and responsibilities as assigned by the NDA, Country Representative, and Project Manager to support climate change objectives.

 

Requirements 
Qualifications
  • A MSc degree in Environmental Science, Climate Change, Sustainable Development Studies, Economics, Public Policy, or a related field.
  • Preferred at least 6~8 years of experience in project coordination or operations support, preferably in the field of climate finance or international development.
  • Familiarity with the Green Climate Fund, its processes, and other climate finance mechanisms is a strong advantage.
  • Proven experience in working with government institutions, international organizations, and development partners.
  • Excellent written and spoken English; proficiency in a second language relevant to GGGI Ethiopia is a plus.

  • Ability to communicate substantive issues to engage technical staff and leaders.
  • Ability to work in a team, build relationships with diverse stakeholders, and navigate complex project environments.
  • Strong communication skills (both written and verbal), with the ability to draft clear and concise reports and documents.
  • Strong organizational and multitasking skills, with the ability to manage multiple priorities simultaneously.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Good understanding of climate finance mechanisms, including project financing, climate adaptation/mitigation strategies, and donor requirements.
