Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

 

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights. To learn more about ICMP click here.


Position Background
The Logistics and Procurement Officer will be responsible for ensuring the effective implementation of ICMP’s procurement policies, systems, and guidelines within the Iraq program. The incumbent will be responsible for managing the logistics and procurement processes to ensure the effective and efficient acquisition of goods and services, and timely response to the Iraq program operations while adhering to the objectives of the ICMP and its policies and ICMP’s donors’ rules and regulations.

 

Reporting temporarily to the Head of Human Resources and once installed, the Deputy Director-General, and working in close consultation with Head of Mission for the Iraq Program and their deputy, the main duties and responsibilities of the Logistics and Procurement Officer will be the following:


  • Prepare and process purchase requests and orders in line with ICMP’s procurement policies.
  • Solicit quotations, check completeness of quotes, manage the selection and award of appropriate suppliers and contractors while maintaining the principles of fairness, integrity, transparency, and best value for money.
  • Ensure timely, efficient and effective procurement of goods, services, and works while strictly adhering to ICMP’s procurement policy and financial regulations.
  • Identify reliable suppliers and vendors based on cost, quality, and service. Maintain and develop the Iraq’s program vendor database and conduct regular updates and evaluations. Review contracts and ensure all terms comply with ICMP’s general terms and conditions.
  • Carry out market surveys to ensure the purchase cost of goods and services is not higher than market prices.
  • Maintain proper documentation of procurement activities for internal and external audits.
  • Implement the ICMP official travel policy.
  • Oversee inventory levels of office equipment, supplies, stationery, and other items, and implement efficient stock control to avoid shortages or overstocking.
  • Organize shipments, customs clearance, and timely delivery of goods to intended destinations.
  •  Manage the maintenance and repair of ICMP’s premises and follow up with relevant parties and departments.
  • Provide administrative, logistics, and procurement support to ICMP’s Iraq program events, workshops, roundtables and activities inside and outside Iraq.
  • Assist with financial duties and other duties related to the function as requested.

Requirements

  • A University degree or diploma in Business, Supply Chain Management, or another relevant field is required.
  • At least four years of previous experience in procurement, finance, logistics and administration.
  • Professional fluency in Arabic and English.
  • Strong logistical and administrative skills. Detail oriented. Strong analytical skills and ability to produce, when needed, comprehensive written reports. 
  • Knowledge of donor regulations and compliance requirements.
  • Previous experience working in an international organization is an asset.
  • Legally entitled to work in Iraq.

Other requirements

  • Proficiency in Microsoft applications, including Word, Excel, and Power Point.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Physical and mental resilience, with the ability to operate effectively in hostile environments.
  • Ability to travel at short notice and to work flexible hours including weekends and evenings including official travel throughout Iraq and similar.
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

Benefits

This is a fixed, full-time position based in Baghdad or Erbil as locally engaged staff with a competitive base salary at the LES 6 level on the ICMP Iraq salary scale, with generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent(s). This position is not eligible for expatriate allowances.
