Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.

MSB is currently looking to recruit a French speaking Gender-Based Violence in Emergencies (GBViE) Officer for a deployment with UNICEF to Goma, The Democratic Republic of Congo. Durations for the mission is initially 6 months with possibility for extension, with start as soon as possible.

The Democratic Republic of the Congo (DRC) faces one of the most severe humanitarian crises in the world, with ongoing armed conflict, displacement, and widespread human rights violations, including gender-based violence (GBV). The eastern provinces, particularly North Kivu, have been heavily affected by armed group activities, resulting in mass displacement and increased risks of GBV for women and children. Goma, as the provincial capital of North Kivu, serves as a hub for humanitarian coordination but also faces direct exposure to conflict dynamics, high levels of sexual and gender-based violence (SGBV), and access constraints to affected populations in remote areas. This field-intensive role requires the GBViE Officer to work closely with displaced populations, local partners, and frontline service providers in conflict-affected, hard-to-reach areas. The position will strengthen GBV prevention and response mechanisms, reduce GBV risks, empower survivors, and enhance community-based protection systems.

The volatile security environment in North Kivu necessitates strong field coordination skills, resilience, and adaptability.

Employed by the MSB on an international mission you will receive a monthly salary 61 910 SEK as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Duties

Under the supervision of the Gender Based Violence in Emergencies (GBViE) Specialist, the GBViE Officer supports programme development, implementation, monitoring, and reporting with a particular focus on gender-based violence in emergency (GBViE) situations.

Expected Duties:

Field-Based GBV Prevention and Response
•Conduct field visits to assess GBV risks in IDP camps and conflict zones.
•Support local partners to strengthen GBV response and prevention efforts.
•Ensure access to safe spaces and holistic care for women and girls.

Program Development, Monitoring, and Implementation
•Participate in data collection and needs assessments to update GBV situation analysis.
•Contribute to action plans to mitigate GBV risks.
•Monitor and evaluate program implementation, ensuring compliance with standards.

Community Engagement and Capacity Building
•Conduct GBV awareness campaigns.
•Organize training for local leaders and frontline workers.
•Strengthen local capacity to manage and respond to GBV cases.

Coordination and Advocacy
•Participate in GBV coordination mechanisms and promote collaboration.
•Support the integration of GBV risk mitigation across sectors (e.g., WASH, Shelter, Education).
•Advocate for better access to justice and protection for GBV survivors.

Qualifications

Experience

•A minimum of two years of relevant professional work experience in GBViE programming, child protection, or social development is required.
•Experience working in a developing country is required.
•Background/familiarity with humanitarian emergencies or conflict settings is required.

•Experience in community-based GBV prevention and response in the field is desirable.
•It is desirable to have experience of implementing gender/GBV sensitive WASH and alternative energy solutions for refugees and host communities, particularly in remote and hard-to-reach areas.

Education

A university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.

Languages

Fluency in English and French is essential, both spoken and written.
Knowledge of local language or any other official UN languages is an asset.

Other requirements

• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays a monthly salary of 61 910 SEK during the mission and you may also receive a salary supplement on 1000 SEK if you have experience exceeding the minimum requirements.

The MSB will also pay an additional expenses allowances during the time you are working in the mission country. MSB pays for accommodation of appropriate standard and return travel, plus one home leave travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.

Due to potential covid-19 regulations from partnerorganisations and host countries, we sometimes cannot offer this position to unvaccinated or people over the age of 60.
