Duties and Responsibilities
Two project assistants are needed to perform tasks of an administrative and organizational nature, as part of the Administration Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch, located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology, and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. The ICs will be based in the Mitigation Branch of the Climate Change Division, at the Paris duty station. The assistance of two ICs is required to provide support to the administrative and programmatic team. Under the general supervision of the Mitigation Branch Administrative Officer, the IC’s will provide support to the Branch’s Admin, Finance and Programmatic Team. Preparation and tracking of legal and donor agreements, liaising with Project Manager and with implementing partners (Ips) to: • Assist with negotiating legal agreements with Implementing Partners. • Assist with developing technical Terms of Reference/Calls for Proposals/Expression of Interest and associate budget. • Support the due diligence process. • Liaise with the lead assistant in case deviations from standard templates are needed. • Track the management of the contracts and support the preparation of reports as per donor requirements. • Periodically review status of relevant expenditures and compares with approved budget. • Preparation, enrollment and revision of all financial commitment obligations for legal instruments. • Assisting with the issuing of payments, monitoring and recording expenditures from executing partners against budget allocations. • Assisting with the validation and keying of expenditure reports. • Assisting with UNON procurement process to contract for-profit institutions. • Maintenance of the branch database, for all legal instruments. • Assistance in maintaining and keeping up-to date electronic and hard-copy files for all contracts and Projects. • Working with mass data dumps, knowledge of excel/pivot tables needed. • Any other administrative related duties as required such as organizing meetings and preparing draft minutes. Performance indicators: • The performance will be measured through analyzing the quality of documents produced and the respect of deadlines. The outputs need to be accepted by the UNEP to be considered satisfactory. Reporting lines: The individual Contractors will report the Administrative Officer Amanda Lees.
Qualifications/special skills
• Education: Undergraduate university degree • Experience: A minimum of five years of work experience. Previous experience working in administration is an advantage. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. • Communication: Excellent written and oral communication skills in English. • Teamwork: Works collaboratively with colleagues to achieve organizational goals; is willing to learn from others; Supports and acts following final group decision, even when such decisions may not entirely reflect own position. • Planning & Organizing: Ability to plan, prioritize and deliver tasks effectively and on time.
Languages
Be fluent in written and spoken English. Knowledge of another UN language is an advantage.
