Responsibilities

  1. Provide overall technical assistance for the satisfactory implementation of reconstruction component of the project.
  2. Carry out measurement check and item checks of the reconstruction material.
  3. Monitor and verify the time schedule & overall progress of the third party contractors accordingly and submit progress reports to Project Manager. 
  4. Prepare weekly report including contractor’s manpower on site (technical and non-technical manpower, equipment, machinery and tools) and submit to Project Manager. Photograph contractor’s work and progress on weekly basis for filing and reporting.
  5. Verify that the construction is carried out according to the BOQ’s, drawings and specifications provided by IOM. If there is any need for a deviation from the original scope of work or need for any additional work immediately report it to the supervisors for the prior approval. Record any deviation from the original design along with the reasons for the change.
  6. Ensure that construction works are carried out in compliance with technical specifications and effective quality control system is in place.
  7. Measure & record field measurements and certify contractors’ measurement certificates.
  8. Prepare and verify bills for the completed works and recommend payments to the contractor.
  9. Request for explanation and accurate BoQs of any possible deviation/additional work deem necessary during construction.  Submit the explanation and amendment work BoQs to Project Manager for prior approval. 
  10. Perform other duties as may be assigned by the Chief of Mission

Qualifications

Education
  • University degree in Architectural or Civil Engineering with three years of relevant work experience or secondary school diploma with five years of relevant work experience.
  • Possession of one of the relevant engineering licenses issued by the Serbian Chamber of Engineers 300, 400 or 410 will be consider as asset
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in the construction or related field, particularly the collective housing facilities. 
  • Experience of at least 5 years in the field of performance of reconstruction works on construction sites
  • Experience of at least 5 years in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy. Excellent communication and negotiation skills.
Skills
  • Knowledge and training in local engineering concepts and field construction methodology, or equivalent combination of education, training and experience.
  • Proficient in computer applications.
  • Good written and spoken communications skills.
  • A driving license is essential for this position.
Languages
  • Proficiency in English and Serbian 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
