The Senior Manager - Scaling for Development will lead and manage the day-to-day implementation and coordination of the ADB-CGIAR Clearing House Facility.
This role will support the Senior Expert/Senior Scientist on Scaling of Agricultural Innovations for Development in identifying, co-designing, and packaging climate-smart agriculture (CSA) innovations within country-specific intervention projects.
The Senior Manager will also support the design and lead the organizing and holding of stakeholder engagement activities, as well as collect and collate information on CGIAR CSA innovations and experts for a clearinghouse database system.
The position will be based in Manila, Philippines and may only be filled by permanent citizens of the Philippines.
KEY RESPONSIBILITIES:
- Manage and coordinate the day-to-day operations of the ADB-CGIAR Clearinghouse Project
- Support the Senior Expert in identifying, collecting, and analyzing data on climate-smart agriculture (CSA) technologies as well as other innovations, practices and expertise
- Support the design and implementation of workshops and data gathering activities on CSA innovation scaling as well as other innovations, practices and expertise
- Co-design and manage monitoring, evaluation, and learning strategies
- Lead coordination with IFIs and CGIAR to co-develop country investible packages
- Lead coordination with CGIAR experts to create or adapt existing portfolio database systems
- Coordinate with the project Steering Committee on project implementation
- Support the development and deployment of the clearinghouse innovation database platform
- Lead the development of project progress and terminal reports
- Provide training and capacity building support to stakeholders
KEY PERFORMANCE INDICATORS:
- Timely submission of regular progress reports
- Timely submission of the final/terminal report
- Documented key lessons and best practices on agricultural innovation scaling
- Established database or interoperable database of CGIAR innovations and experts on CSA

QUALIFICATIONS:
- Ph.D. in Agriculture, Agricultural Economics, Development Studies, Innovation Systems, ICT4Development, or a related field with 3 to 5 years of relevant experience; OR Master's in the aforementioned fields with at least 7 years of experience
- A minimum of 5 years of experience in agricultural innovation, scaling, or rural development
- In-depth knowledge of agricultural systems, value chains, and rural livelihoods
- Proven track record in designing and implementing agricultural development programs
- Strong analytical and communication skills
