The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on: working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. This position is located in the Climate Change Division, Mitigation Branch, in Paris, France. Under the direct supervision of the Administrative Officer and the overall supervision of Chief, Programme Management and Administration Unit, the incumbent will be responsible for the following duties:
Responsibilities
BUDGET AND FINANCE • Provide expert assistance in the preparation and development of the Branch’s work programme and budget. • Assist in monitoring budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary. • Collect data from relevant databases and prepares customized financial reports. • Review, analyse and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. Assist managers in the elaboration of resource requirements for budget submissions. • Monitor budget implementation/expenditures and recommends reallocation of funds as necessary. • Monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. TRAVEL CERTIFICATION • Ensure that all travel requests are properly certified in accordance with UN regulations, rules and procedures. Assure accuracy of entitlements and figures and that cost of transportation is the most economical to the organization and that budget allotment and object expenditure codes are valid. • Monitor and review travel claims and supporting documentation for completeness, accuracy, reasonableness, validity and conformity with UN Rules. Review the automated information management system and ensures that no claim is duplicated and that arrangements are made to collect charges for any deviation from the authorized itinerary and shipment allowance in excess of entitlements. GENERAL ADMINISTRATION / CONTRACT ADMINISTRATION • Provide assistance in drafting of host country agreements, budget agreements, or contributions for grants or other activities as appropriate. • Assist with day-to-day administration of contracts between the UN and external contractors for outsourced services. • Identify and resolves diverse issues/problems as they arise and determines appropriate actions. • Coordinate extensively with service units and liaises frequently with internal team members.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Supplementary training in administration, finance, budget, accounting or related fields is desirable
Work Experience
A minimum of ten (10) years of progressively responsible experience in human resources management, accounts, finance, budget, audit or related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level University degree. Experience in supervising a team is desirable. Experience with International Public Sector Accounting Standards (IPSAS) is desirable. Working experience with an Enterprise Resource Planning (ERP) finance system such as Umoja or SAP is required
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in oral and written English is required. Knowledge of French is desirable.
Assessment
