The Team Lead, ITG Project Management and Support, ensures the efficient delivery of IT projects and outputs, impacting the overall strategic goals of the ITG unit. This role streamlines processes, optimizes resource use, and drives improvements across project and support functions, contributing to UNOPS's mission of efficient and effective service delivery.
- Manage and mentor the ITG Project Management and Support team to ensure delivery of quality services.
- Establish objectives, performance measurements, and work plans for the team.
- Provide guidance, set priorities, and supervise the implementation of work plans.
- Foster a collaborative, positive work environment, ensuring adherence to ethical and professional standards.
- Contribute to performance evaluation and continuous improvement initiatives.
2. Project management, monitoring, and oversight:
- Manage the portfolio of IT projects, ensuring alignment with organizational goals.
- Oversee project planning, resource allocation, and scheduling for ITG deliverables.
- Monitor project progress and take corrective action to ensure timely delivery within scope and budget.
- Implement and refine resource tracking systems for forecasting and effective planning.
- Provide regular updates to the Deputy CIO on project risks, opportunities, and overall progress.
3. Coordination of Support services:
Talent management and development
- Collaborates with the CIO, Deputy CIO and team leads to prioritize development of capabilities
- Collaborate with Deputy CIO to identify and develop required team competencies.
- Coordinate recruitment, learning, and development strategies in partnership with HR teams.
- Drive the budget management process, setting and reviewing budgets, cost recovery, and managing cost
- Support budgeting processes, cost recovery, and expenditure monitoring for ITG projects.
- Prepare financial overviews, ensuring alignment with ITG’s goals and standards.
- Develops budgets for individual ITG projects
- Develop procurement strategies, manage vendor relationships, and oversee contract performance.
- Lead supplier evaluations and ensure adherence to procurement processes.
- Plans and develops procurement instruments and processes in coordination with the UNOPS Procurement Group and IPAS Procurement
- Facilitate technical evaluation and participate in the financial evaluation of bids
- Manage supplier task orders / call off orders and ensure that spending remains in line with contracts signed with suppliers
4. Knowledge management
- Facilitate the sharing of knowledge and best practices across ITG functions.
- Monitor the effectiveness of IT policies, procedures, and tools, and propose innovations to improve efficiency.
- Monitor and evaluate UNOPS policies, procedures, methods, tools and associated systems to ensure their utility, applicability and efficacy
- Ensure all ITG policies are regularly reviewed, updated, and aligned with organizational objectives and industry standards.
- Collaborate with stakeholders to identify gaps in existing policies and develop solutions to address them.
- Communicate policy updates effectively and ensure adherence through training and oversight.

Language Requirements:
- Master’s degree or equivalent in Business Administration, Resource Management, Project Management or a related field is required
- A first-level University degree (Bachelor's or equivalent) in a related field of study with 2 additional years of relevant work experience may be accepted in lieu of the advanced degree.
Experience:
- Minimum 5 years of progressively responsible experience in an operational role, with exposure to both HR, procurement and financial processes is required
- Within these 5 years, a minimum of 2 years of PMO experience is required
- Team management experience is required
- Demonstrated experience is required in Project planning, Procurement, Supplier management and Financial management
- PRINCE2® Foundation or equivalent is an asset
- Strong analytical skills are required
- Experience in the implementation of process improvement projects would be an asset
Language Requirements:
- Full working knowledge of English is essential
- Knowledge of another official UNOPS language is an asset
