The Position:

The Policy and Strategic Partnership Adviser provides policy, programmatic and resource mobilization support to the Regional Office in partnership building and joint work programming with the ASEAN, as well as partnership development strategies with ADB and other International Financial institutions (IFIs) in Asia and the Pacific, with a specific focus on partnership opportunities for climate finance in SRHR, GBV and population dynamics. The position is located in Jakarta, Indonesia under the overall guidance and direct supervision of the Regional Director for Asia and the Pacific.

Job Purpose:

The Policy and Strategic Partnership Adviser provides strategic leadership in developing and implementing the UNFPA engagement strategies with the ASEAN, ADB and other IFIs; identifies and advances new opportunities to drive partnership growth, sustainability and impact.  They work in an integrated manner with the technical and programme staff of the regional office and with country teams across the region, to build and execute strategies to enable the achievements of assigned goals. 

You would be responsible for:

Major Activities and Expected Results: 

With the overarching goal of strengthening UNFPA’s engagement with the ASEAN Secretariat, ADB and other IFIs – including liaising and coordinating with relevant teams/divisions to seek for new partnership opportunities, leverage existing partnerships and upscale them, and maximize the technical collaboration between these institutions and UNFPA APRO and Country Offices – the Policy and Strategic Partnership Adviser’s key activities will include, inter alia: 

  1. On behalf of UNFPA, serve as the principal liaison for the ASEAN Secretariat, ASEAN Sectoral Bodies, ASEAN Dialogue Partners, ASEAN Sectoral Dialogue Partners, ASEAN Development Partners and represent UNFPA in regional cooperation mechanisms, as required.  The Policy and Strategic Partnership Adviser will also serve as the main focal point in UNFPA for all interagency collaboration activities with the ASEAN.
  2. Continuous mapping of priority areas of work or thematic focuses of the ASEAN sectoral bodies and UNFPA and development of priority areas and key interventions per sector/theme related to UNFPA mandate, to guide the engagement of UNFPA with the ASEAN Secretariat. 
  3. Development and implementation of regional strategies for partnership engagement with the ASEAN, ADB and other IFIs, resulting in high-level policy advocacy, positioning of UNFPA in regional arrangements, and contributes to regional resource mobilization, with specific attention to new opportunities in climate financing. 
  4. Preparation and accompaniment of country offices to support their host country’s chairmanship of the ASEAN. This entails coordinating technical inputs at the regional/HQ level on specific areas of support; providing quality assurance of documents and statements submitted to the Chairmanship; facilitating the timely exchange of information among other UNFPA COs in ASEAN Member States and other UN agencies that collaborate with UNFPA initiatives with ASEAN.
  5. Provision of timely advice and accompaniment to all COs in their engagement with the ASEAN and ADB. This includes coordinating inputs at the regional, interregional and HQ levels as required for UNFPA technical expertise contributions; gathering information and data on current and emerging priorities at the country level, to enhance CO positioning and engagement  with ASEAN and ADB; identifying opportunities for climate financing in the region; providing quality assurance in proposal developments and drafting of framework agreements; knowledge management and exchange with other COs or ROs in their day-to-day relationship management with ASEAN and ADB.
  6. Carry out any other duties as may be required by the Regional Director and/or the Deputy Regional Director.

 

Qualifications and Experience: 

 

Education:  

 

Advanced University Degree in any of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related fields. 

 

Knowledge and Experience: 

 

  • 10 years of increasingly responsible professional experience in public administration and international development of which at least 10/8 years in the field of population and development, sexual and reproductive health or humanitarian at the international level. 
  • Current knowledge of issues of population and development, sexual and reproductive health, and their place in the development and humanitarian agenda.
  • Professionalism and strong ability to build rapport and achieve demonstrable and high-quality results.
  • Experience at national and international level in advocacy and policy dialogue. 
  • Strong time-management and organizational skills. 
  • Strong ability to discover new potential partner opportunities. 
  • Experience in international development, particularly in the mandate of UNFPA and dedication to the principles of the United Nations.
  • Field experience is essential; experience from a developing, humanitarian or crisis context is an asset. 

Languages: 

Fluency in English is required. Knowledge of other official UN languages is desirable.
