JOB PURPOSE: 

WFP seeks a Programme Policy Officer (Emergency Preparedness and Response/ EPR) to manage emergency preparedness and response in WFP internal and inter-agency activities.  This requires development WFP EPR package and contribute inter-agency response plan package including SOPs and MPAs 

 

The position will be based in Nay Pyi Taw, with regular travel to operational areas as needed.  

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): 

 

Under overall management of Head of Crisis Response, the Programme Policy Officer (EPR) will report to the Sr. Programme Policy Officer (EPR).   

 

  • Coordinate with RBB EPR units and cross-functional teams early in the first quarter to ensure the Emergency Preparedness Checklist (EPC) is ready before the cyclone and flood season. 

  • Schedule and conduct after-action reviews or lessons-learned workshops promptly after each emergency response. Document recommendations and develop a follow-up action plan. 

  • Develop and regularly update SOPs and technical guidelines for natural disaster responses, ensuring they are easily accessible to all team members. 

  • Collaborate with the RAM team to monitor monsoon forecasts. Share early warning information with field offices to prepare for potential emergencies. 

  • As the targeting focal point, work closely with RAM units and field offices to implement and support targeting and prioritization processes. 

  • Be prepared to conduct rapid needs assessments and MIRA in response to specific disaster events, coordinating with inter-agency partners as needed. 

  • Actively participate in the Anticipatory Action Technical Core Group, contributing to discussions and decisions. 

  • Represent WFP Myanmar in the Disaster Risk Reduction Working Group, advocating for effective disaster risk reduction strategies. 

  • Support workshops and training on humanitarian access and frontline negotiation. Monitor and report on access issues in operational areas. 

  • Lead emergency response efforts, coordinating with local authorities and partners, conducting rapid assessments, and managing delivery and distribution. 

  • Provide any additional support required for crisis response activities. 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: 

 

  • Operational experience in emergency preparedness and response with WFP is desired. 

  • Operational experience in project cycle management especially food security related activities. 

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:  

 

Educations: Advanced University degree in Disaster Management, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. 

 

Experience: Minimum 3 years of postgraduate professional experience on programme implementation and project management.

 

Knowledge & Skills 

Project Management Expertise: Proven experience in managing projects from conception to completion; Strong organisational and time-management skills; Ability to develop and implement project plans, timelines, and budgets; Experience in managing project finances, including budgeting, forecasting, and reporting; Ability to optimise resource allocation and ensure cost-effective project implementation; Skills in developing and implementing project monitoring and evaluation frameworks; Ability to track project progress, measure outcomes, and report on key performance indicators; Proficiency in using project management software and tools. 

 

Leadership and Team Management: Strong leadership skills with the ability to motivate and manage diverse teams; Experience in coordinating with multi-disciplinary teams and stakeholders; Excellent conflict resolution and problem-solving abilities. 

 

Inclusive Programming Knowledge: Understanding of inclusive programming, particularly related to food security and humanitarian assistance; Familiarity with policies and standards on protection, accountability, gender, and disability inclusion across programme and operations.  

 

Communication, interpersonal and networking skills: Excellent written and verbal communication skills; Ability to engage effectively with stakeholders at all levels, including communities; Experience in liaising with donors and other relevant entities; Strong cultural awareness and sensitivity, particularly in working with marginalized and vulnerable populations; Ability to adapt to changing environments and work effectively in challenging contexts. 

 

Capacity building: Experience in facilitating workshops, training sessions, and meetings for a diverse range of stakeholders; Ability to measure impact of learning initiatives. 

 

Technical Proficiency: Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software. 

 

 

Languages: Fluency (level C) in English and Myanmar.
