Position Reports to: The candidate will report to the AOC (Assurance and Oversight Committee) Chair or their designee. While the candidate is an independent consultant, they will work closely with the AOC, AOC Secretariat, and broader Governance and Institutional Risk unit.

Duration and Timeline: 12 months ( Engagement ad hoc, ongoing)

1.      Background

The Assurance Oversight Committee (AOC) provides the CGIAR System Council with assurance of the completeness and effectiveness of the Internal Audit Function and the independence of external audit functions, serves as a structured reporting line between internal and external auditors and the System Council, and provides oversight on system-wide governance, risk management, and internal controls. It is comprised of five members (two representing System Council members and three independent members). More information can be found here.

2.      Objectives and scope of work

The Assurance and Compliance Advisor will assist the AOC by analysing documents and reports (relating to internal audit, external audit, risk management, internal controls, advisory function budgets, and ethics), synthesizing findings, and preparing draft AOC responses and reports.

Specific responsibilities include:

  • Provide detailed review and analysis of relevant documents, synthesize findings and draft briefing documents for the AOC, and prepare draft reports for review by the AOC.
  • Cross-check documents with CGIAR policies and procedures and provide insights on best practices in assurance and oversight.
  • When required, assist the AOC in overseeing any investigations escalated by the Integrated Partnership Board Audit, Finance, and Risk Committee, or requested by the System Council.
  • Determine and advise AOC in cases where additional stakeholders should be contacted to provide greater clarity on issues that may arise from a document or issue review.
  • Other tasks as requested by the AOC Chair.

3.      Qualifications and Experience

  • A degree in auditing, accounting, or a related field.
  • At least 20 years of experience in auditing, financial management, compliance, risk management, governance, or a related role.
  • Strong knowledge of international standards of accounting, internal controls and risk management frameworks (COSO), global internal audit standards, governance and business standards.
  • Experience operating in highly complex international organizations.
  • Excellent analytical and problem-solving skills.
  • Excellent writing skills and ability to summarize complex documents.
