Organizational Setting
FISH4ACP is an initiative of the Organisation of African, Caribbean and Pacific States (OACPS) contributing to food and nutrition security, economic prosperity and job creation by ensuring the economic, social and environmental sustainability of fisheries and aquaculture value chains in Africa, the Caribbean and the Pacific. FISH4ACP is implemented by the Food and Agriculture Organization of the United Nations (FAO) and partners with funding from the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). FISH4ACP seeks to enhance the productivity and competitiveness of fisheries and aquaculture value chains in twelve OACPS member countries, making sure that economic improvements go hand in hand with environmental sustainability and social inclusiveness.
FISH4ACP aims to increase the productivity and competitiveness of Cameroon’s shrimp sector by promoting a sustainable and responsibly managed shrimp fishery that stimulates economic growth and creates jobs for all involved in the value chain. With a coastline spanning over 402 kilometers, Cameroon sits on the Atlantic coast where Western and Central Africa meet. The shrimp value chain is profitable for all the actors involved – industrial and artisanal fishers, processors, wholesalers and retailers.
Reporting Lines
The Technical Specialist reports to the FISH4ACP Chief Technical Advisor (CTA) and will work in the Cameroon FISH4ACP project alongside the Project Management Unit (PMU) focal point and the National Professional Officer (NPO).
Technical Focus
Sustainable value chain development for the Cameroonian shrimp fishery and its related social, economic and ecological spheres.
Tasks and responsibilities
Key responsibilities include\:
• Support the design and implementation of field projects, and analyze technical and policy issues, strategies, and programs.
• Develop and review information materials, technical papers, and guidelines.
• Assist in creating training materials and delivering training sessions.
• Support Fish4ACP's administrative procedures in Cameroon and coordinate with the National Professional Officer (NPO), the value chain development team, the PMU and FAOCM.
Specific tasks include\:
• Provide support for the technical review and data analysis of various Fish4ACP activities in Cameroon
• Collaborate closely with FAOCM administration to ensure all Fish4ACP administrative tasks are handled promptly.
• Support the implementation of the shrimp value chain upgrading strategy in Cameroon in collaboration with the NPO and FISH4ACP value chain experts.
• Facilitate and ensure field implementation follows the agreed-upon methodology, supporting work in both English and French.
• Draft letters of agreements, technical specifications, and terms of references related to project activities in various value chains.
• Assist NPOs in developing annual work plans and monitoring the implementation of FISH4ACP’s funded activities
• Contribute to monitoring the implementation of upgrading strategies by ensuring the quality of information in quarterly reports, media and participant trackers, and value chain dashboards.
• Monitor multi-annual budget using the expenses tracker.
• Develop information and training materials to increase understanding of programs, services, and policies.
• Travel as necessary to fulfill the above responsibilities effectively.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in agribusiness, fisheries and aquaculture, food science/technology, food industries, international development studies, or a related field (master’s degree preferred).
• At least five years of relevant experience in value chain, economic and/or fisheries/aquaculture development.
• Working knowledge of French as well as limited knowledge of English.
• National of Cameroon or resident of the country with valid work permit.
