S/he substantively contributes to the effective management of UNFPA activities in the area of communications and promoting strategic partnerships with social organizations and private sector actors. The Communication and Resource Mobilization Analyst maintains collaborative relationships with all programme and project staff at the country office. This includes the Head of Office and the programme and operational staff, the Regional Advisors on Communications, Partnerships and Resource Mobilization and other colleagues in UNFPA at global and regional levels working on these issues. The Analyst substantively contributes to the effective management of UNFPA activities in the areas of communications, fundraising and partnerships. S/he analyzes and assesses relevant political, social and economic trends and provides substantive inputs to programme formulation and
positioning of CPD, joint programming initiatives, national development frameworks, and participation of regional networks. The Analyst guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
Specifically, s/he will support government and CSO partners on strengthening the CPD communication strategy and the engagement of partners in SRHR issues, demographic adaptability and enhancing community capacity to protect LNOB populations’ rights, including contributing to accelerating progress on the ICPD+30 agenda, Consensus of Montevideo, SDGs and the Costa Rica UNSDCF.Job Purpose and Organizational Context.
The Analyst on Communications and Social Resource Mobilization contributes to lead the design, planning and management of UNFPA’s country programme by analyzing relevant communications and partnerships trends and providing inputs to formulation and evaluation of the programme activities social communications, joint programming initiatives and national development frameworks and providing technical support to achievement of the SDGs, ICPD PoA, Consensus of Montevideo, and other organizational targets focusing on UNFPA prioritized indicators. The Analyst co-leads the programme implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results
achieved during implementation. The Analyst facilitates the delivery of UNFPA’s programmes by monitoring results and adjusting the implementation approaches, if necessary. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
Working within a Country Office environment and as part of a multi-disciplinary team, S/he will provide overall strategic guidance and inputs in population and development programming and response to the strengthening of the CPD outputs of the country program, and related projects. S/he will also play a key role in bringing expertise to the data, population and development portfolio and maintaining an integrated, multi-sectoral approach to reach those furthest behind with impact and efficiency. and cultural sensitivity.
You would be responsible for:
Communication
● Supports the development of an innovative communications and visibility strategy to position issues pertaining to UNFPA’s mandate into the public domain addressing gaps in communication and penetration of the ICPD mandate, and strengthen political will in support of UNFPA's mission and objectives;
● Develops a work plan for communication activities, monitors compliance and provides support and guidance to ensure objectives are met. Plans and monitors the use of communication budgetary resources;
● Provides analysis and communications guidance to the Country Office through scanning and reporting of the internal and external environment; and oversees regular production of policy and programme updates in Costa Rica within UNFPA, particularly LACRO and regional/media counterparts in HQ;
● Fosters close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizes both web-based and traditional media when appropriate to generate and maintain public interest in issues ertaining to UNFPA’s mandate, and tell the story of UNFPA's cooperation to a wider audience;
● Adapts and disseminates advocacy materials from HQ and the Regional Office to identify target audiences, arranging translations into local language(s), as necessary;
● Identifies the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, social platforms etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences (including proposals, studies, press releases, and speeches);
● Maintains the UNFPA Costa Rica website and inputs to social media, with support of Creative Design and Social Media providers;
● Assists HQ and the Regional Office in identifying and obtaining feature stories and other material to facilitate global/regional advocacy and fund-raising activities;
● In the spirit of Delivering as One, represent UNFPA in the UN Communications Group (GICOMM by its name in Spanish) to be a strong unifying platform for dealing with common communication challenges facing the UN in Costa Rica.
● Contributes to identifying new and creative ways to show how UN programmes are delivering results and promoting a coherent image of the UN.
● Contribute to the regular newsletters of the One UN in Costa Rica and on other communications materials and to the updating of the One UN Costa Rica website;
● Supervises and guides an acquisition process related to its scope of work.
● Provide strategic support to public and high-level events, visits by senior UN officials, field visits and other donor and UNFPA initiatives.
Social Mobilization
Liaises with the Head of Office to establish strategic partnerships and funding priorities/ shortfalls, and support the development and implementation of the Country Programme:
● Scans the environment for possible alternative partnerships and or funding sources;
● In collaboration with the other Programme Specialists and Analysts, prepares background
documents for resource mobilization and contributes to proposal development;
● Proactively maintains profiles of strategic donors, private sector and partners, assessing changing partnership landscape in Costa Rica and identifying entry points for UNFPA;
● Monitors and keeps updates on existing and potential partnerships. Follows through and ensures that recommendations and action points agreed to are addressed.
● Responsible for monitoring the schedule of reports, based on information consolidated by the Programme Specialists/Analysts, and maintenance of Customer Resource Management System (CRM);
● Ensures the timely preparation and dissemination of other mandatory and special reports, as well as briefing documents and corporate publications relating to programme activities in support of the UNFPA mission in the country.
● Support the development of partnerships with individuals, groups and organizations whose support is essential to the achievement of advocacy and communication objectives, and strengthens their capacity through appropriate advocacy and communication training, access to updated information;
Values:
Qualifications and Experience Education An Advance Degree (minimum Master`s Degree or equivalent) in Communication, Journalism, Public Policies, Political or Social Sciences.
Knowledge and Experience:
● Minimum 2 years of relevant professional experience, preferably in Corporate Communication and Resource Mobilization.
● Prior experience in culturally sensitive programming is essential.
● Demonstrated experience in advising and supporting initiatives to promote equality responses, population policies, universal health services, and data management good practices.
● Experience in culturally sensitive programming is essential.
● Experience in implementing "Leave No One Behind" strategies and programmes.
● Experience in advising and supporting initiatives to promote gender equality, humanitarian response, population policies, universal health services, and data management best practices.
● Strong track record of technical leadership and proven ability to produce high-quality results.
Languages:
Fluency in Spanish and English; working knowledge of other official UN languages.
