Job Description

Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Support functions under the Programme Support Unit (PSU), namely monitoring, evaluation, accountability and learning (MEAL) functions, and partnership engagement.

Responsibilities

Tasks to be performed under this contract
 
  1. Support the establishment and/or implementation of the Monitoring and Evaluation (M&E) activities of the Country Office according to projects/programmes/strategy result matrices and M&E plans in close coordination with the Project/Programme Managers and other relevant IOM staff and partners.
  2. Design and support M&E tools to monitor, track and consolidate qualitative indicators and quantitative indicators in collaboration with Project Development, Reporting and Information Management staff and coordinate with programming colleagues to ensure monitoring plans are in place.
  3. Contribute to the development of IOM OPT Community Feedback Mechanisms by identifying appropriate methodologies for collecting feedback and implementing suitable solutions for managing, referring and ensuring action is taken in relation to collected feedback.
  4. Provide technical support to IPs to improve the quality of data collection, consolidation, analysis and reporting through capacity building and regular monitoring visits to the field.
  5. Identify opportunities for monitoring of IOM-supported assistance in OPT, and develop tools and methodologies, accordingly, including partner-led data collection approaches where appropriate and feasible.
  6. Coordinate with donor-contracted third-party monitors to facilitate monitoring of distributions by partners in OPT.
  7. Provide technical support to Implementing Partners as needed in line with programming partners and assist in any preparation and facilitation of capacity development trainings and events. 
  8. Ensure compliance with IOM data protection principles and best practices, safeguarding sensitive and personal information and maintaining data privacy across all systems.
  9. Perform such other duties as may be assigned.
 
Performance indicators for the evaluation of results
  • Beneficiaries of IOM-procured items have access to a channel to provide related feedback to IOM 
  • Tools are developed for the collection of post-distribution monitoring data 
  • Reports are produced on the feedback/monitoring data collected 

Qualifications

Education
  • Master’s degree in international development, Arts, Geo-informatics, Data Management, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
