CARBON PRICING READINESS SERVICE DELIVERY JUNIOR CONSULTANT

INTRODUCTION TO GGGI

PROJECT BACKGROUND

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions.  

The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. 

The GGGI Carbon Pricing team is a global team with a vision to open up Article 6-aligned carbon markets to provide countries access to funding needed to implement their green growth paths and economic efficiencies that markets enable, helping the in the efforts to meet the global climate goals. Our goal is to drive delivery of first to market transactions and to scale these by supporting our growing number of members and partner countries to access international Article 6-aligned carbon markets. 

The Carbon Transaction Facility (CTF) was launched in October 2024 and is the main delivery vehicle for GGGI’s Article 6 support to its’ member and partner countries. It will be a collection of single and multi-donor funds aimed at further developing and scaling up Article 6-based carbon markets. The CTF will not only support the readiness of countries to participate in Article 6 cooperative approaches through a learning by doing approach but also enable transactions of Article 6 compliant mitigation outcomes, also known as ITMOs. GGGI will act as trust fund manager for all trust funds within the CTF. CTF participants are sovereign parties looking to support potential seller countries in readiness. Several fund participants also seek to purchase ITMOs for meeting their own NDC or for higher ambition purposes such as carbon neutrality targets.

In addition to CTF activities, CPU supports Green Growth Policy and Implementation (GGPI) earmarked projects that promote Article 6-aligned carbon market participation. These services include:

  • Stakeholder Mapping, Capacity Building and Market Understanding
  • Supporting Governance Frameworks and Institutional Strengthening
  • Designing and Originating Mitigation Activities
  • Carbon Transaction Facilitation and Buyer-Seller Matchmaking
  • Global Knowledge Sharing and Exchange

 

OBJECTIVES OF THE ASSIGNMENT

GGGI’s Carbon Pricing Unit is hiring a full-time Junior Consultant based in Seoul HQ who can support delivery of the abovementioned Article 6 Readiness services in two major areas:

Country Earmarked Projects: These are priority countries with dedicated project earmarked funding to deliver capacity building, Governance Frameworks and other Readiness services.

CTF Readiness Facility: In the CTF, tasks will include supporting the Global Knowledge Project and potentially in-country delivery for approved Readiness Projects in, but not limited to: Jordan, Paraguay, Sri Lanka and Rwanda.

The Consultant will work primarily with the Carbon Pricing Unit but will engage and collaborate with GGGI country teams as well as other business units as necessary. S/he will report to the Deputy Head of the Carbon Pricing Unit based in Seoul HQ.

The ideal candidate will have experience working with Article 6 governance frameworks, capacity building and knowledge of corresponding policies such as NDCs and international Article 6 rules and guidelines, strong multitasking abilities, excellent communication skills, and a proactive attitude. This position plays a key role in ensuring Carbon Pricing Readiness service delivery by supporting with research, drafting elements of Governance Frameworks under the supervision of Technical Desk staff, capacity building materials and other documents as necessary for in-country project delivery.

 

DELIVERABLES AND PAYMENT SCHEDULE

Under the guidance of the Deputy Head of CPU and relevant CPU Technical Desk staff, the Consultant will provide background research, document drafting and meeting support for Technical Desk staff in coordination with country teams (where relevant) for the successful delivery of in-country Article 6 outputs. This includes work in two major areas:

1) Article 6 Policy Development Support:

  • Background research to prepare the structure and content of carbon market strategies, policies, roadmaps and guidelines for Article 6 project authorization.
  • Support for creating draft versions of Article 6 Governance Frameworks, when appropriate.

2) Capacity Development Support:

  • Support for preparation of training material for government counterparts and project developers. This would include, but not be limited to, material on Article 6.2, gender and social inclusion, co-benefits, Article 6.4 and other relevant items requested by country teams that align with the CPU Readiness activity service offer.

3) For the Carbon Transaction Readiness Facility, activities include, but are not limited to:

  • Research and writing for knowledge product drafting and coordination support with country teams;
  • Background research and/or supporting drafting of Article 6 Governance Frameworks

The Deputy Head of the Carbon Pricing Unit may assign the Junior Consultant other relevant and appropriate tasks that respond to project delivery as required.

GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided.      

      

QUALIFICATIONS
  • Bachelor’s degree in international studies, global economics or policy, development, environmental law, international business, or other related disciplines related to green growth, sustainable development in energy; Master’s degree is preferred.
  • Demonstrated experience writing high-quality reports and presentations is a requirement.
  • Experience supporting the development of Article 6-related outputs such as Governance Frameworks, capacity building materials and knowledge of Article 6 and its relation to NDCs highly preferred.
  • Awareness of the challenges of developing and emerging economics for Article 6 readiness is highly preferred.
  • Preferably 1-2 years of relevant experience with a public or private sector organization. Master’s degree with studies in related fields may be considered in lieu of lack of required experience.
  • Fluency in English is a requirement.
  • Ability to communicate clearly and effectively through written English with non-native English speakers.
  • Excellent organizational skills with the ability to manage and curate a large amount of information and data.
  • A problem solver, ready to anticipate and provide necessary support to Technical Desk staff and the Deputy Head of Carbon Pricing.
  • Possesses a high degree of professional integrity.
  • Able to effectively communicate, listen to others, and create and promote an environment for open communication.
  • Able to work effectively with other teams of a high degree of cultural/professional diversity.
