Renewable Solar Energy Expert-Engineer

Introduction


The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example the UN and the EU, in crisis, conflicts or other disasters.

MSB is currently looking for a Renewable Solar Energy Expert-Engineer for a mission to Mogadishu, Somalia. Durations for the mission is initially 6 months with possibility for extension, with start as soon as possible.

This position is based in the WFP Somalia Country Office and requires the engagement of a competent Solar Energy Engineer to oversee the planning, implementation, and management of the solar power installation for the compound expansion in Dollow. The engineer will work under the supervision of the Head of Engineering, and in coordination with WFP Environmental Sustainability Unit, and will be responsible for ensuring the successful execution of the project in compliance with WFP standards, best industry practices, and contractual obligations. The position requires market knowledge, expertise in power purchase agreements (PPAs), solar energy contracts, and the ability to manage large-scale solar installations. The engineer will also be expected to provide technical advisory services related to solar energy integration, and energy storage solutions.

Employed by the MSB on an international mission you will receive a monthly salary 64 304 SEK/month as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

MSB söker nu en förnybar Solenergiexpert-ingenjör för insats till Mogadishu, Somalia. Insatsen är på 6 månader med möjlighet till förlängning, startdatum är så snart som möjligt.

Den här positionen är baserad på WFP Somalias landskontor och behöver vara en engagerad och kompetent solenergi ingenjör som kan överse planering, implementering och ledning av installationen av solenergi på campen i Dollow. Ingenjören kommer jobba under chefen för ingenjörerna och WFP:s miljö och hållbarhetsenhet. Personen kommer vara ansvarig för att försäkra att projektet lyckas genomföras med WFP standard, bästa industristandareden och kontraktsskyldigheter. Positionen kräver kunskap inom området, kunskap och erfarenhet med att köpa energi (Power Purchase Agreements- PPA), solenergi kontrakt och erfarenhet av att leda stora solpanelsinstallationer. Ingenjören kommer också bli ombedd att ge teknisk rådgivning relaterat till solpanelsenergi integrering och energilagringslösningar.

Duties

Responsibilities:
1. Conduct and/or verify the feasibility assessments and site surveys to determine solar resource availability, energy demand, and technical requirements.
2. Prepare technical specifications, scope of work, and tender documentation for the solar power installation.
3. Evaluate energy storage solutions, grid connection options, and hybrid systems integration.
4. Lead the procurement process, including the review of tender documents, bid evaluations, and contractor selection.
5. Manage contracts, ensuring compliance with the international construction and energy contract formats.
6. Negotiate power purchase agreements (PPAs) and other contractual agreements related to the supply and operation of the solar power system.
7. Ensure alignment with local regulatory frameworks and energy market conditions.
8. Supervise the installation of solar photovoltaic (PV) panels, inverters, transformers, and energy storage systems.
9. Monitor project progress, ensuring adherence to the approved schedule, quality standards, and budget.
10. Ensure compliance with health, safety, and environmental (HSE) regulations during installation and commissioning.
11. Oversee and approve the testing and commissioning of the solar system.
12. Implement performance monitoring tools to track system efficiency and energy generation.
13. Conduct regular inspections, troubleshooting, and preventive maintenance planning.
14. Establish procedures for the operation, maintenance, and long-term sustainability of the system.
15. Prepare detailed progress reports, meeting minutes, and technical documentation.
16. Coordinate with internal and external stakeholders, including local authorities, contractors, and regulatory agencies.
17. Provide technical guidance and training to staff involved in system operations and maintenance.
18. Support WFP’s commitment to sustainability and renewable energy adoption in humanitarian operations.
19. Perform any other duties as assigned by the Head of Engineering, and in coordination with the Environmental Sustainability Unit, including support on other renewable energy systems to expand experience and local knowledge that can be applied to the Dollow project.
20. Other duties as required.

Deliverables:
1. Fully installed, operational, and commissioned solar power system for the Dollow compound expansion.
2. Comprehensive project documentation, including design reports, procurement records, contract management files, and final project evaluations.
3. A sustainable operation and maintenance plan, ensuring long-term functionality and reliability.
4. Trained WFP personnel on system operation, troubleshooting, and maintenance procedures.
5. Provision of support to Somalia Country Office environmental/energy workstreams as required.


Qualifications

Experience


• At least 10 years of relevant post-graduate experience in solar energy systems and power infrastructure projects.
• At least 5 years of experience in the humanitarian sector or developing regions is required.
• Proven experience in solar power system design, construction management, and energy contract negotiation.
• Familiarity with power purchase agreements (PPAs), financing models, and regulatory compliance in the energy sector.
• Expertise in solar PV systems, microgrids, and hybrid power solutions.
• Strong understanding of renewable energy regulations, policies, and market dynamics.
• Knowledge of contract management, procurement procedures, and project financing mechanisms.
• Proficiency in engineering software for solar system design and simulation.
• Excellent communication, negotiation, and leadership skills.

Education

• University Degree in Electrical Engineering, Renewable Energy Engineering, or a related field.
• Post-graduate qualifications in solar energy systems, power systems, or project management are desirable.

Languages

Fluency in English is essential, both spoken and written.

Knowledge of French, Arabic or any other official UN language is an asset.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays a salary of 64 304 SEK/month during the mission. The MSB will also pay an additional expenses allowance, currently at 5 820 SEK/month during the time you're working in the mission country. MSB pays for accommodation of appropriate standard and return travel, plus 1 home leave travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from Medical Coordinators and insurances during the mission.
