Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1 billion children and the prevention of more than 16.2 million future deaths. 
 
Gavi is currently preparing for the roll-out of the Alliance’s 2026-2030 strategy (‘Gavi 6.0’). Gavi 6.0 will be centered around Gavi’s core mandate: driving new, impactful vaccine introductions and their scale up, and reaching more zero-dose children contributing to the ambitious Immunisation Agenda 2030 targets.
 
The Funding Design and Review Team (FD&R) contributes to the implementation of Gavi’s strategy by ensuring Gavi’s resources are best positioned to achieve its strategic objectives. The team has three key areas of focus within the grant management cycle: (i) funding design and communication, (ii) access to funding, (iii) portfolio performance review.
 
THE ROLE
This role leads the team objectives  related to the management of Access to Funding processes, with a particular focus on fragile and conflict settings, emergencies and outbreak prone diseases, and leads on initiatives to operationalize the funding application and review processes for the future Fragile and Humanitarian approach that forms part of Gavi’s new 6.0 strategy. 
This person will act as the subject matter expert for Access to funding in challenging operational environments, including outbreaks & emergencies. 
 
MAIN DUTIES/RESPONSIBILITIES
Lead the FD&R team’s engagement on Access to Funding in challenging operational contexts, including fragile settings, outbreaks and emergencies:
  • Operationalise and implement differentiated funding application and review processes to incorporate key strategic shifts planned under the approach for fragile and conflict-affected countries, including time-sensitive requests and in relation to outbreak prone diseases;
  • Manage differentiated review processes for selected applications, notably time-sensitive requests, requests from fragile or conflict-affected countries or for outbreak-prone diseases; 
  • Develop and adapt Gavi funding eligibility rules and mechanisms by which countries access funding for newly emerging infectious diseases, when and if necessary;
  • Act as focal point for compliance-related matters; including managing application-specific waivers regarding application requirements where justified and necessary, and tracking and ensuring consistency of waiver approvals.

Lead initiatives to operationalise differentiated application and review processes:

  • Lead the design, operationalisation and implementation of selected initiatives to strengthen differentiated application and review processes, and manage the related learning agenda; 
  • Contribute to the development of the Gavi Independent Review Committee (IRC), e.g. by developing and implementing innovative training curriculums for IRC members; and
  • Perform other tasks as required.

QUALIFICATIONS

Academic

  • Advanced degree (master's degree or equivalent) in Business Administration, Public Health, Public Policy, Economics, International Development or a related field.

Work Experience

  • Minimum 8 years of professional experience in design, review, management and implementation of global public health programmes, thereof at least 2 years' work experience in lower-income countries;
  • Experience managing complex partnerships highly desirable; 
  • Experience working on challenging operational contexts desirable; 
  • At least two years working in grant management with a results-focused funding organisation preferred.

Skills/Competencies

  • Structured strategic thinking with strong knowledge of Global Health and development;
  • Excellent analytical and project management skills; 
  • Exceptional people skills, including project team management, relationship development with mid-level management; ability to influence outside of formal hierarchical structures;
  • Demonstrated capacity to manage a variety of work streams simultaneously and maintain a focus on priorities;
  • Excellent writing, presentation and communication skills;
  • Ability to work in a multicultural environment and establish working relationships with multiple teams;
  • Proven ability to work independently, under pressure, demonstrating initiative and flexibility.

Languages

  • Fluency in English is required;
  • French is highly desirable, other languages such as Portuguese would be a plus.
