The Head External Relations Services Section supports the implementation of the Resource Mobilization Strategy across the External Relations and Communications Department (ERCD), including by closely monitoring incoming contributions and producing regular updates and forecasts for internal and public use. The incumbent of the post reports to the Director of Partnerships.

Responsibilities

Oversees the development of the External Relations and Communications Department’s (ERCD) plans and targets towards the Resource Mobilization and Outreach Strategy (ReMOS) and maintains a monitoring system to follow-up on their implementation and reporting. Oversees the Agency’s donor funding pipeline and monitors expected cash inflows in coordination with Finance Department; leads on forecasting and income planning, including preparing timely input for the Financial Working Group’s meetings; ensuring that donor reporting and income recording are completed in a timely and accurate manner; acts as ERCD’s focal point for cooperating and coordinating with the Finance Department on producing internal updates that show incomes versus expenditures. Acts as ERCD audit focal point for the Finance Department. Oversees and coordinates the production of funding analyses, including trend analysis, risks and opportunities, and high-quality dashboards and visuals to support decision-making by the Agency’s Senior Management. Oversees production and publication of the annual data tables on the Agency website as well as preparation of tailored funding data for internal and external stakeholders. Supports the Director of Partnerships and ERCD management team’s collaboration and integration towards ReMOS implementation, including undertaking special projects in support of the ReMOS implementation in the department. Oversees the production of the ReMOS Chapter of the Annual Operational Report. Coordinates with Digital Impact, Technology and Innovation Department (DITID) on the development and roll-out of new tools such as Salesforce in ERCD for income tracking (public and private), donor relations management (public and private) and reporting; development of new reports in SAP. Oversee any dedicated staff or contractual relationships to support tool roll-outs and maintenance, including coordination of workplans and costing, etc.. Oversees the Information Management function for ERCD, including ensuring that ERCD staff and units share information coherently and in a way that contributes effectively to UNRWA’s external relations and resource mobilization goals; leads on developing and delivering internal communications in support of RMS implementation within ERCD, with Representative Offices, and across departments and fields. Supports the Director of External Relations and Communications and Director of Partnerships in coordinating with the Executive Office (EO), the Planning Department, the Finance Department, Representative/Liaison Offices, Field Offices, HQ Departments and others on issues of relevance to ERCD, including emergency preparedness, harmonization of donor reporting. Acts as ERCD focal point for drafting and clearing of external reports such as the Annual Operational Report, and Emergency/Flash Appeal Reports. Ensures that due diligence on human, financial and operational resources related to private partners is conducted in line with UNRWA’s regulatory framework. Provides direct supervision and overall guidance to the Contributions and Projects Units, and the due diligence team.

Education

Advanced university degree from an accredited educational institution in political science, international relations, business or public administration, law, economics, development, humanitarian studies or a related discipline.

Job - Specific Qualification

Training courses and/or certificate(s) in Information Management (IM) and systems/processes, including tools for IM such as Customer Relationship Management (CRM) platforms is desirable.

Work Experience

At least seven years of progressively responsible and relevant experience in resource mobilization is required. A minimum of four years of work experience supervising staff in large public, international or non-governmental organizations is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Experience in planning and monitoring progress towards set goals; income forecasting and exposure to budget preparation and designing and/or implementing information management processes and/or systems is required. Advanced university degree from an accredited educational institution in political science, international relations, business or public administration, law, economics, development, humanitarian studies or a related discipline is required. Experience in private sector fundraising is desirable. Knowledge of international development and humanitarian funding frameworks, standards and terminology is desirable. Knowledge of Arabic would be a strong asset and is desirable.

Languages

Excellent command of written and spoken English is required. Knowledge of Arabic would be a strong asset and desirable.

This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent will be required to travel regularly inside the Agency's area of operations.
