About this position\:
We are looking for a detail-oriented, analytical, and autonomous consultant to support the impact evaluation of the Quito Metro. This evaluation is part of Technical Cooperation (TC) EC-T1584, which aims to rigorously assess the effects of the Quito Metro on mobility, environmental, and socioeconomic outcomes. The First Quito Metro Line, financed by the IDB and other multilateral institutions, is one of Ecuador’s most significant infrastructure projects, enhancing Quito’s public transportation system with an underground tunnel spanning approximately 22 kilometers and connecting the north and south of the city through 15 stations.
As a consultant, you will lead data collection, perform thorough data analysis, and conduct an impact evaluation to quantify the effects of the Quito Metro on economic activity and socioeconomic indicators in Quito, Ecuador. Your work will involve gathering and processing data from various sources, including census data, administrative records, satellite data, and official surveys, as well as conducting literature reviews and providing analytical support for research outputs and documentation.
You will work with the economic team of the IDB Representation in Ecuador, in collaboration with the SPD-SDV, RES, and TSP departments. This interdepartmental team is committed to assessing the economic and social impacts of major infrastructure projects, generating evidence to inform policy decisions, and offering strategic insights to guide future development initiatives in Latin America and the Caribbean
What you’ll do\:
- <-- [if supportLists]-->Build and maintain databases relevant to each research dimension.
- Conduct on-site visits to governmental organizations to process data where required.
- Compile electronic invoicing data from government entities, such as SRI.
- Manage access to restricted data from public institutions, including INEC, SRI, and BCE.
- Independently coordinate data processing schedules with each institution.
- Analyze and prepare data using advanced econometric methods under senior researchers' guidance.
- Implement difference-in-differences methodology to assess specific economic impacts of the project.
- Prepare and present analytical reports and databases for each research dimension, focusing initially on electronic invoicing and economic activity indicators

What you'll need\:
