Based in Brazzaville, 12-month fixed-term contract (renewable).
OPC has been active in French-speaking Africa for over 45 years, supporting ministries of health in the fight against avoidable blindness, trachoma, onchocerciasis and other neglected tropical diseases.
The Reaching Last Mile Fund (RLMF) and the British NGO Sightsavers have asked OPC to support the supervision and coordination of the RLM program to eliminate onchocerciasis and lymphatic filariasis in Congo. The project is being implemented by the Ministry of Health's Onchocerciasis Control Program, in 10 regions/26 districts for 2025 : mass drug administrations, epidemiological surveys and morbidity management.
MISSION :
On behalf of the OPC and its Central Africa Regional Office, the Project Manager is responsible for the proper implementation of the contractual commitments established between the Ministry of Health (PNLO), the OPC, Sightsavers and RMLF to combat onchocerciasis and lymphatic filariasis in Congo. He is responsible for operational, technical, administrative and financial monitoring of all project activities. He contributes to the development, planning, coordination, implementation, evaluation, learning and reporting of activities alongside the Ministry of Health (PNLO). This is done in compliance with international standards, with a strong focus on efficiency and quality, in liaison with all project stakeholders.
This role does not include any team management as there is no other OPC team member in country at the moment, with the exception of a part-time finance assistant.
REQUIRED PROFILE
Senior Project Manager, with proven expertise in managing mass drug administrations, epidemiological surveys and morbidity management for neglected tropical diseases or other communicable diseases.
Skills: Initial higher education in public health and/or development project management. Significant experience in managing public health projects for the control of neglected tropical diseases or, failing that, other communicable diseases. Demonstrated ability to ensure the quality and efficiency of planning, supervision, monitoring of indicators, evaluation, data analysis and reporting, both technical and financial. Excellent command of French and English essential. Advanced command of Pack Office, in particular Excel.
Personal skills : Autonomy, adaptability and good interpersonal skills: this is the only position of this type for the OPC in Congo, which will require day-to-day integration with other local players and partners. Ability to report and alert. Thoroughness. Reliability. Tenacity and perseverance to ensure compliance and quality control. Initiative and ability to propose solutions and improvements.
Experience of working in Congo Brazzaville and knowledge of the country's public health programs and players would be an asset.
