Job Description
1. Duty Station of the Consultancy: Kazakhstan, remote work with travel as needed
2. Duration of Consultancy: 2 (two) months
3. Nature of the consultancy: Category B
4. Project Context and Scope: The proposed project aims to strengthen the protection of migrants and enhance the resilience of vulnerable migrants, especially women, in Central Asia. This project will achieve this overall goal by implementing outcomes at the individual, family, community, and structural levels. Outcome 3: Enhancing national response to migrant vulnerabilities by consolidating coordination platforms and cooperation among all relevant stakeholders (at the structural level). To achieve Outcome 3, IOM will work at the regional and national levels to build the capacity of government bodies and civil society partners, improve their knowledge and skills in developing gender-sensitive policies, and integrating migration. The project will promote and protect the rights of vulnerable migrants, with a specific focus on women in Central Asia, through community consultations and human rights monitoring initiatives at the national level. Public dialogues and monitoring of human rights violations related to gender discrimination in access to healthcare, social services, and decent working conditions will allow for the accurate collection of data for evidence-based migration policy development. With more effective integration of human rights and gender equality aspects into political and legal frameworks, a positive impact on migrants' lives is expected, leading to enhanced protection in Central Asia.

Responsibilities
6. Category B Consultants: Tangible and measurable outputs of the work assignment:
Under the direct supervision of the National Programme Officer of IOM Kazakhstan and in coordination with the National Centre for Human Rights, the consultant will conduct a situational review and analysis of Kazakhstan’s national legislation on implementing provisions of international human rights treaties, norms, and standards in the field of migrant rights protection. Consultant will also prepare a final report with findings and recommendations to the Government of Kazakhstan on measures to implement international obligations aimed at improving the situation of migrants.
Specifically, the consultant is expected to complete the following tasks (in Russian language):
1. Conduct a situational review of the position of women involved in the migration process within Kazakhstan;
2. Review Kazakhstan’s national legislation for the implementation of provisions of international human rights treaties, international norms, and standards regulating migration policy on the protection of migrants’ rights, with a focus on women participating in all migration processes;
3. Identify issues in law enforcement practices regarding the protection of all migrants’ rights
in the context of international treaties, norms, and standards in migration governance;
4. Analyse migrant surveys provided by the National Centre for Human Rights as part of this initiative;
5. Provide a final report with conclusions and recommendations to the Government of Kazakhstan on measures to implement international obligations aimed at improving the situation of migrants and law enforcement practices;
The consultant will receive an attractive fee, which will be paid to the consultant’s specified bank
account in multiple instalments. As work progresses, the Consultant will submit expected deliverables for review by IOM Kazakhstan. IOM Kazakhstan will provide timely comments on the consultant’s work and fulfil the consultant's requests (e.g., additional information, participant contacts, etc.).

b) A detailed resume. Candidates should clearly provide information on previous assessment work and/or experience in similar assignments, including consultancy fee history and at least two references (preferably from previous direct supervisors).
c) Samples of previous assignments.
Qualifications
8. Education, Experience and/or skills required
The Consultant should:
- A higher education degree in law or social sciences;
- At least 5 years of professional (practicing) experience;
- Knowledge of international law, including migration law;
- Experience working with large data sets (e.g., legal acts of the country, availability of law enforcement or judicial practice, empirical (statistical) indicators, and other information);
- Proficiency in Kazakh and Russian languages, with English knowledge preferred.
