Under the direct supervision and guidance of the Secretary-General, the incumbent will:

  1. Direct, supervise and coordinate the work of the Marine Environment Division.
  2. Advise the Secretary-General and analyze and assess policy issues related to the protection of the marine environment and ocean policy.
  3. Act as Secretary of the Marine Environment Protection Committee.
  4. As a member of the Senior Management Team, provide key contributions to implementing IMO's strategic goals.
  5. Serve, and/or provide advice to, the Assembly, the Council and other committees and subcommittees on matters relating to marine environment protection and ocean policy.
  6. Provide strategic guidance to the Secretary-General and other Directors on changes and developments in the fields of marine environment protection and ocean policy and related needs of the Organization.
  7. Lead, manage and motivate staff and facilitate teamwork, staff development and excellent performance within the Marine Environment Division, in line with established policies.
  8. Prepare the programmes and supporting elements for the divisional budget; assign and monitor divisional performance targets; report on budget/programme performance and productivity; and provide input for the results-based budget of the Organization, consistent with the Organization's budgetary cycles and administrative requirements.
  9. Ensure that the Marine Environment Division fulfils its mandate and the standards for its output are maintained at high-quality level.
  10. Lead the introduction of any innovative and change management programmes to enhance the work of the Marine Environment Division.
  11. Provide advice, liaise and coordinate on marine environment protection and ocean policy matters with other Divisions and outside the Organization, as required.
  12. Represent the Organization at the Arctic Council and other international fora in the field of marine environment protection and ocean policy.
  13. Provide presentations at conferences, seminars, symposia and other meetings, and lecture at WMU and IMLI, as required.
  14. Monitor, review and approve the technical content of IMO publications based on the work of the Marine Environment Division.
  15. Oversee the recruitment of staff for the Marine Environment Division in line with the principles of gender parity and geographical representation; as well as the selection of service providers, consultants and/or other relevant contractual assignments for the Division.
  16. Assume responsibility, from time to time, for specific areas of work, as required, and carry out any other duties and responsibilities, as assigned by the Secretary-General.
