Turkmenistan ratified the UN Framework Convention on Climate Change (UNFCCC) on June 5, 1995, and its Kyoto Protocol on January 11, 1999. The Paris Agreement was ratified on September 23, 2016. In 2000, the First National Communication of Turkmenistan on Climate Change was prepared and submitted to the UNFCCC, which describes national circumstances, possible processes caused by consequences for ecosystems and the economy, as well as estimated greenhouse gas emissions for 1994 and measures to reduce their amount. The Second National Communication was published in 2010, and the Third National Communication was published in 2015 providing updates on efforts to address climate change in Turkmenistan.

 The overall objective of the project is to prepare the Fourth National Communication (NC4), First Biennial Update Report (BUR1) and the First Biennial Transparency Report (BTR1) on the implementation of Turkmenistan’s obligations under the UN Framework Convention on Climate Change (Articles 4 and 12), as well as to promote implementation of the Paris Agreement. NC4, BUR1 and BTR1 will contain updated information on national circumstances, greenhouse gas inventories, policies and measures adopted to mitigate the effects of climate change, assessment of vulnerability to climate change and actions taken to adapt to climate change, as well as information on public awareness, education, training, systematic research and observations, and also technology transfer. The project will also enhance the capacity of experts and organizations in Turkmenistan to prepare follow-up National Communications and Biennial Reports that comply with all the guidelines of the Conference of the Parties and that serve as a source of information for national policies and measures to mitigate and adapt to climate change in key sectors of the economy and social sphere.

Institutional arrangements for implementation of enabling activities

The NC4/BUR1 project is implemented under the auspices of the UNDP project “Sustainable Cities in Turkmenistan: Integrated Green Urban Development in Ashgabat and Avaza”.

Implementation of the enabling activities under this Terms of Reference will be carried out using the existing national infrastructure and institutional setting already established for the phased completion of NC4/BUR1 activities.
 

Duties and Responsibilities
  1. Completion of the assessment of financial resources, technology transfer, capacity building and technical assistance received by Turkmenistan from international organizations (UNFCCC, GEF, GCF, etc.).
  2. Support the compilation and analysis of information related to capacity-building activities in Turkmenistan in accordance with UNFCCC requirements.
  3. Contributions to collection and analysis of information from technical working groups within the framework of the NC4/BUR1 project and assistance in internal monitoring of project activities.
  4. Contributions to organization of seminars, workshops to promote education, training and awareness in the field of climate change.
  5. Providing the necessary technical support to the project staff in the process of conducting external monitoring and auditing of project activities for NC4/BUR1.
  6. Preparation of the section “Information on the level of support received to ensure the preparation of BUR1”.
  7. Contributions to the preparation of BUR1 and NC4 reports, and in preparation of the Final Report, including the Expenditure Statement for the entire period of NC4/BUR1. 
  8. Preparation of minutes and training reports for conducted seminars, trainings and workshops.
  9. Preparation of project documentation and reports, including translation into appropriate languages.
  10. Assistance in completing project activities, including support in submission of final national reports to UNEP and the UNFCCC Secretariat.
  11. Assistance to the international expert in conducting final international monitoring/audit of NC4/BUR1.

 Required Skills and Experience
  • Advanced University degree (master's degree or equivalent) in Natural Sciences, Social Sciences or any other related field.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing / advisory services, and/or hands-on experience in the field of climate change.
  • Experience in preparing the reports/analysis related to climate change issues for the government structures/ institutions/ international projects or programmes.
  • Working experience with multi-stakeholder groups in the public and private sectors, and ability to work in groups to gather the necessary information.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), experience in handling of web-based management systems.
  • Familiarity and any experience of working with  guidelines/ methodologies/ recommendations of the UNFCCC, Paris Climate Agreement and other international organizations on climate change issues will be an asset.
  • Experience in conducting monitoring/evaluation/ auditing of development projects will be an asset. 
  • Experience in work in the international or development projects will be an asset.

Knowledge of languages:
