UNDP China has been working in China over the past 45 years, partnering to advance various phases of China’s development. UNDP China’s actions and programmes for the period of 2021-2025 are defined in its Country Programme Document for China (CPD), prepared in cooperation with the Government of China and other partners. The CPD contributes to the United Nations Sustainable Development Cooperation Framework for China (UNSDCF) 2021-2025 and is aligned to support the development priorities outlined in the Government of China’s 14th Five Year Plan.
The Biodiversity Finance Initiative – BIOFIN – is a global programme that developed, piloted, and is continuously improving a methodology to measure existing biodiversity expenditure levels, assess future financial needs, and design comprehensive plans to use finance tools and solutions that increase financing, reduce harmful expenditure, and improve financial effectiveness and efficiency of biodiversity management over 41 countries. BIOFIN’s first phase (2012-2018) enabled full assessments and initial implementation of finance plan elements in target countries. Significant enhancement and scaling up of finance solutions is required in all countries to address the biodiversity finance challenge. BIOFIN’s second phase enables countries to complete the design and implementation of priority finance solutions and will allow new countries to undertake the assessments and create the finance plan. At the central level, knowledge management platforms will be expanded and addititonal guidance produced for most valuable finance solutions. BIOFIN Global is also managing the Enabling and Scaling up Nature-related Financial Disclosures project (short for IKI-TNFD project). BIOFIN China is facilitating the IKI-TNFD project in China.
This is a project-based position.
The Project Clerk will be responsible for providing back-office/administrative support to the Project Lead and National Coordinator including: (I) facilitating procurement; (II) financial and administrative tracking of activities and expenses of the BIOFIN project, IKI-TNFD project; (III) support with communication, facilitation and organisation of outreach activities, press releases, project/UNDP/government briefing notes, translations, etc.; (IV) liaising with UNDP country office and global BIOFIN administrative team, implement partners to facilitate financial reporting and compliance, and UNDP procurement compliance.
• Provide administrative and basic financial support to the project, especially those related to project funding and accounting.
• Assist in project related activities, including administrative support for meetings, local and national consultations, trips and other project related activities, e.g. raising TR, receiving visitors.
• Assist in logistical matters to organise the inception workshop, consultation workshops and any meetings as required
• Facilitate all travel for participants to global and regional workshops and other international meetings, ensuring all necessary visa, security clearances and plane tickets are obtained timely and confirmations/changes of travel arrangements are communicated to the global BIOFIN team immediately.
• Document and share records of meetings, decisions, actions, etc.
• Maintain basic financial date in the Quantum system.
• Assist in submitting project procurement requests and do necessary follow-ups.
• Administrative support to project closure.
• Document and file all project related papers and reports including project documents, work plan, etc.
• Assist in coordinating with other departments in the country office such as procurement and finance team to facilitate project procurement and payment processes.
• Any other duties assigned by the National BIOFIN Leader or National Project Coordinator that have direct relevance to the projects.
Institutional Arrangement
The project clerk will report to the National Coordinator of BIOFIN China.

- Secondary education (Completion of High School Education) is required.
- University degree (Bachelor’s degree) in Finance, Ecology, Procurement, Supply Chain Management, Management, Business Administration, or International Studies will be given due consideration but is not a requirement.
- Minimum 4 years (with Secondary Education) or 1 year (with Bachelor´s degree) of relevant experience in administration or programme support.
- Proficiency in the use of computers and office software packages as well as web-based management systems.
Desired Skills and experience:
- Experience in market research, sourcing, document compiling, project management and data management related work.
- Experience in the usage of online database or data management tools.
- Basic knowledge of procurement of services and products is desirable.
- Basic knowledge of finance related issues such as project fund management and budgetary control is desirable.
- Working experience within UN system is an asset.
Required Language(s) (at working level):
- Fluency in both Chinese and English
