The WFP Haiti Office is recruiting a programme & policy officer to oversee the smallholder agricultural market support portfolio.
  • Support the integration of producers into structured demand-driven markets, with special focus on the WFP’s homegrown school feeding programme, enabling the transition of a yearly increase of approximatively 10% from the WFP traditional school feeding to the homegrown model.
  • In coordination with the resilience unit, support WFP’s commitment to transition up to 25 percent of CSP activity 4 beneficiaries into activity 5 as food-insecure smallholders develop their asset bases and are able to integrate into smallholder associations.
  • Build the capacities of farmer cooperatives to increase their access to agricultural services and their abilities to compete within the local market.
  • Strengthen the production capacities of producers by improving their organization and access to agricultural services and inputs.
  • Implement donor-specific smallholder agricultural market support projects, including projects funded by McGovern-Dole, the World Bank (PARSA) and the Bureau for Humanitarian Assistance (BHA).
  • Work closely with WFP’s procurement and food safety & quality teams to integrate farmer cooperatives into WFP’s procurement processes.
  • Coordinate value chain analyses of specific crops that are of interest to WFP’s programmes, in order to identify gaps in production and bottlenecks in the supply chain.
  • Oversee the efficient management of funds under CSP Activity 5 in coordination with the climate and microinsurance teams.
  • Collaborate with UN agencies such as ILO, FAO, UNDP, UNEP and others to support smallholder farmers.
  • Nurture strategic partnerships to promote food systems, including with the private sector, UN agencies, government partners and local universities.
  • Support the life cycle of Field Level Agreements for smallholder agricultural market support projects, including design, call for proposals, delivery, reporting and invoicing.
