Organizational Context and Scope
Vanuatu, consistently ranked as the world's most hazard-prone state, experiences frequent, geological, hydrometeorological, and climate-related disasters displacing significant portions of its population annually. Compounded by climate change and geographical and socio-economic human mobility challenges, these displacements pose significant challenges, particularly for women, children and other vulnerable groups.
Under the overall supervision of the Chief of Mission (CoM) and in coordination with the Department of Humanitarian Operations and the Emergency and Post Crisis Regional Thematic Specialists (RTS) in the Regional Office in Bangkok and relevant headquarters (HQs) units, the Programme Coordinator (Humanitarian Preparedness, Response and Recovery) will be responsible for the successful implementation and management of IOM Vanuatu’s programming portfolio in the fields of disaster risk reduction, preparedness, response and recovery, as well as climate change adaptation within these areas. The successful candidate will also substantively contribute to programme development, stakeholder engagement and communication efforts within the Mission.
Responsibilities
Risk Reduction, Preparedness, Response and Recovery:
- Manage and implement project activities related to preparedness and response to crisis situations in Vanuatu, including providing expert advice and guidance to the affected areas, developing and ensuring technical implementation of preparedness, response and recovery actions, and ensuring compliance to international frameworks including Sphere Standards.
- Develop and/or improve response strategies, leading capacity building efforts to enhance operational capacity, and in close coordination with support units, oversee systems development in a timely and efficient manner.
- Manage and ensure the implementation of IOM Vanuatu’s Disaster Risk Reduction (DRR) and crisis preparedness, response and recovery programming portfolio, including programming that aims to strengthen resilience against disaster and climate change related fragility in Vanuatu.
- Provide oversight on project development and participate in resource mobilization efforts related to crisis programming, including contributing to the development of inter-agency response plans, preparedness and contingency plans and appeals, in collaboration with relevant stakeholders such as OCHA, Non-Governmental Organizations (NGOs), and key Government institutions.
- Monitor, assess and advise on humanitarian developments and emergency response management issues. This includes collecting and analyzing data on displacement trends, hotspots, and impacts and developing displacement risk mapping tools, reports and presentations to inform decision-making and future displacement scenarios.
- Integrate traditional knowledge and nature-based solutions into programme design and implementation across the continuum of preparedness-response-recovery.
- Closely support and collaborate with IOM Vanuatu’s Climate Action programmes with the objective of enhancing resilience to climate-related shocks and preventing displacement.
Coordination:
- Maintain overall oversight of IOM’s co-chair role of the Displacement and Evacuation Centre Management (DECM) Cluster, providing strategic guidance, advice and support to the national cluster coordinator.
- Develop and maintain strong partnerships and regular liaison with program partners aiming at enhancing coordination and capacity of humanitarian activities, partner vetting, ensuring the implementation of ongoing activities and joint activities, and onboarding of new partners.
- Ensure project activities are monitored and assessed in collaboration with other programming areas and other offices/units at the field level, while ensuring proper utilization of procedures, manuals, guidance notes, tools and methodologies in the implementation of emergency preparedness and response activities at field and sub-national levels. Where relevant, ensure coordination with other IOM offices and structures, including regional office and HQ.
- Represent IOM in strategic planning and inter-agency meetings and discussions, liaising with partners along the inter-agency coordination structures and other relevant stakeholders, to help ensure that IOM contributes to the response planning and participates in key decision-making processes.
- Establish and maintain contacts with relevant government officials, other UN agencies, non-governmental organizations intervening in the response and IOM implementing partners.
- Represent IOM in national and regional humanitarian coordination mechanisms and recommend ways to strategically position IOM within Vanuatu and the region.
Programme Management:
- Develop appropriate monitoring tools to ensure effective implementation of projects and activities.
- Provide technical, financial and administrative backstopping to humanitarian programme activities, including coordination with key humanitarian partners in Vanuatu.
- Prepare regular project updates, programme summaries, briefing notes, talking points and other relevant informational materials and statistics according to specific project needs, as well as project reports according to IOM procedures and donor requirements.
- Ensure project expenditures and commitments are monitored and accurate financial reports are prepared for donors to support financial management and accountability of projects.
- Support the Mission’s resource mobilization efforts by scoping funding opportunities, including meeting with potential donors, and developing concept notes and project proposals in response to needs identified by regional, national and local counterparts.
- Undertake frequent and regular duty travel to the field to monitor humanitarian, preparedness, and recovery programs and to identify bottlenecks and issues, facilitating the implementation of solutions.
General:
- Ensure the integration of IOM’s cross-cutting priorities in emergency programming, such as: integrity, transparency, and accountability (including Accountability to Affected Populations – (AAP)); equality, diversity, and inclusion (including age, gender, and diversity considerations, comprising of Gender Based Violence (GBV) risk mitigation and disability inclusion); protection (including the Prevention of Sexual Exploitation and Abuse – (PSEA)); environmental sustainability; safeguarding humanitarian principles; and the effective delivery of humanitarian assistance.

Qualifications
EDUCATION
- Master’s degree in political or social sciences, Emergency and Disaster Management, Environmental Science, Development Studies, International Relations, Law, or other relevant field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Demonstrated experience in managing and implementing programme activities related to disaster risk reduction, preparedness and/or climate change and human mobility;
- Demonstrated experience in monitoring and evaluation, capacity building, donor reporting, project development and communication activities;
- Minimum 5 years of disaster management experience in Pacific Island or Small Island Developing States (SIDS) contexts;
- Experience in liaising with government authorities, inter-governmental institutions, the private sector, UN agencies and national and international NGOs;
- Demonstrated understanding and experience working with nature-based solutions and climate change would be an advantage;
- Experience in supporting the implementation of programming related to water, sanitation and hygiene will be considered an asset; and,
- Demonstrated experience and understanding of the migration and mobility context in Vanuatu and the wider Pacific region will be considered a distinct advantage.
