Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity-building support to countries to achieve environmental and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA) in the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at the UNEP West Asia Office. Under the direct supervision of the Project Manager in the UNEP West Asia Office and in coordination with the respective departments in the Ministry of Environment, Water and Agriculture (MEWA) and the National Center for Wildlife (NCW) the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities: Support to MEWA: 1. In coordination with and guidance from the biodiversity focal points in the Ministry and NCW, draft the Saudi National Biodiversity Framework in line with national targets, considering the whole-of-society and whole-of-government approach. Finalize the Framework based on comments from stakeholders. 2. Develop a detailed National Biodiversity Monitoring Framework including relevant indicators in line with decision COP15/5 related to the Monitoring Framework for the Kunming-Montreal Global Biodiversity Framework. The national monitoring framework must include relevant lead and supporting agencies and institutions responsible for the monitoring and achievement of goals and targets. 3. Develop the implementation plan for the biodiversity framework, in consultation with MEWA and NCW. The plan should cover targets, including the key action points and responsible entities. 4. Propose, provide guidance and technical support to the Ministry in the implementation of early actions stipulated in the implementation plan, including but not limited to, the development and/or enhancement of regulations, finance, and investment strategy for biodiversity conservation in the Kingdom. Support to NCW: 1. Propose a strategic approach to establish a regional biodiversity programme with the view of NCW serving as one of the regional centers for biodiversity under CBD. 2. Draft a regional action plan for the achievement of global biodiversity targets in the West Asia region, present the plan to the regional consultations to be organized towards the fourth quarter of 2024. Recommend an annotated and inclusive list of stakeholders and their roles that will be invited to the consultation meeting. 3. Develop a regional capacity building and training strategy on biodiversity in line with the GBF.

Qualifications/special skills

Master's degree in Biodiversity Conservation, Planning/Natural Resource Management, Environmental Sciences, or related fields is required. A PhD is an asset. A first-level university degree in related fields, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years’ professional experience in biodiversity conservation, environmental policy, and ecological monitoring is required. In-depth knowledge of biodiversity frameworks, including the Global Biodiversity Framework (GBF) and national and regional biodiversity strategies is required. Extensive knowledge of biodiversity issues and initiatives within Saudi Arabia is essential

Languages
