About this position

We are looking for a strategic, people-oriented, and highly motivated individual to lead the Public Private Partnership Unit (PPP) under the Infrastructure and Energy Sector (INE) of the Vice Presidency for Sectors and Knowledge. The PPP Unit Chief will report to the INE Manager and will have a dotted reporting line to the IDB Invest, the private sector arm of the IDB Group.

As the PPP Unit Chief, you will lead a team of individuals committed to helping the IDB Group conceptualize, prepare, and supervise the execution of the IDB’s PPP technical assistance and advisory services. The PPP Unit functions include, among others, supporting the preparation of sector policies, strategies, operational guidelines, and programs for PPPs in infrastructure; developing relevant research and analytical work; collecting best practices and case studies; preparing PPP country diagnostics and inputs for the IDB Group Country Strategies; and providing specialized technical support and advisory services to borrowing member countries. The PPP Unit Chief will be responsible for an effective coordination of work plans and strategies with IDB Invest.

The PPP Unit, since its creation in 2018, has worked on more than 50 PPP projects, reaching commercial closure in 12. The expected private sector investment mobilization with the current project portfolio is expected to reach over USD 11 billion.

What you’ll do

  • Lead, manage, and mentor a multidisciplinary and diverse team located in Washington, DC, and at the Bank's country offices in LAC and the Caribbean. Establish goals and expectations, provide feedback, and offer technical mentorship to optimize staff performance.
  • Coordinate the design, preparation, supervision, and execution of technical assistance and advisory services for PPP in areas of infrastructure (energy, transport, water and sanitation, schools and hospitals, telecommunications and other sectors that demand the structuring of PPPs).
  • Provide thought leadership and direction to the PPP Unit. Lead the annual planning, implementation, and supervision of its work program. Supervise the quality of outputs, achievement of long-term goals, and annual objectives.
  • Assist INE Manager in the dialogue with governments, relevant authorities and entities in countries to propose and design PPP Policy and Enabling environment.
  • Support the preparation of sovereign guaranteed operations in IDB that includes reforms, investment components to develop the enabling environment or structuring of a PPP.
  • Leverage upstream insights from IDB Invest to inform the institutional and regulatory support provided to countries in supporting enabling environment for PPPs. Bankability and operational experience, considering best practices and lessons learned for the structuring of PPPs.
  • Coordinate research, development and dissemination of knowledge PPP products on infrastructure. Support implementation of country strategies and programs in focus areas.
  • Provide technical mentorship to borrowers, implementing agencies, country offices, and other units of the IDB Group in matters related to programs and projects in execution. Supervise all aspects of project implementation.
  • Represent the Bank at public forums, conferences, and seminars as a speaker, panelist, and participant.

What you'll need

  • Education: Master's degree or equivalent in Economics, Public Administration, Law, or related fields relevant to the responsibilities of the role.
  • Experience: At least 15 years of relevant international working experience (preferably in Latin America and the Caribbean). Proven record at the senior leadership level, plus:
    • Proven experience in the design and structuring of PPPs is needed.
    • Demonstrated ability to think strategically and develop innovative solutions to meet clients’ needs.
    • Experience supervising multi-disciplinary and/or cross-sector teams, with demonstrated well-honed integration skills.
    • Strong social and communication skills with the ability to consult, partner, and work effectively with senior leaders and business partners across countries and  sectors. Will work to drive alignment against key organizational priorities.
    • Proven managerial skills with a track record of building high-performing teams with a strong client service orientation.
    • Impeccable integrity and highest ethical standards.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
