Job Description
The International Organization for Migration in Turkmenistan is implementing a regional project “Protecting Vulnerable Migrants with a Special Focus on Empowering Women in the Context of Migration in Central Asia”. This project aims to strengthen the resilience of migrants, particularly women in vulnerable situations in the context of migration, by promoting economic inclusion, gender-equitable attitudes, and behaviour towards women in the context of migration. Additionally, it seeks to enhance national responses to migrant vulnerability through coordination platforms and collaboration among stakeholders.
As part of this initiative, IOM, in partnership with civil society organizations, supports the operation of a shelter for vulnerable groups affected by migration, two hotlines in Ashgabat and Turkmenabat, and gender-sensitive reintegration assistance for voluntarily returning migrants. This includes small grants for victims of human trafficking and vulnerable migrants to help develop income-generating activities.
The national consultants will work closely with the IOM project team and other stakeholders to ensure the successful implementation of this assignment.

Responsibilities
In accordance with these terms of reference, the national consultant:
- Prior to beginning the assignment, the consultant should discuss with the project team the locations, objects, and subjects to be photographed.
- Upon completion of the assignment, the consultant must provide all footage to IOM in JPEG and RAW formats on electronic bearer.
- Edited, formatted, and archived photos and videos must be submitted on DVD / CD to IOM. Photos and videos must be in digital format (JPEG with a minimum resolution of 2,000x3,000 pixels for a print size of 16x25 cm at 300 dpi).
- The photographs must be properly ordered, as required by the project team. The right to use the photo and video materials belong to IOM and the consultant does not have the right to further distribute the received photo and video material. IOM will review all images/photographs taken by the Consultant in accordance with this contract. Once images/photos/videos have been submitted to IOM in the format and manner described above, all traces of such images/photos/videos must be completely destroyed by the Consultant.
- The Consultant must have the appropriate legal documents for provision of photo services.
- The consultant must arrive at the specified shooting location according to the agreed program.
- IOM is responsible for obtaining the necessary permits and passes for filming locations.
- Presence of own qualified shooting equipment for photo and video filming.
- Readiness for internal business trips to the velayats of the country.
- A series of high-quality photographs documenting key project activities and beneficiaries has been produced and delivered in accordance with the agreed terms of reference.
- A final set of edited and captioned images reflecting the project's impact has been prepared and submitted.
- All photographs meet technical and artistic quality standards, ensuring proper lighting, composition, and resolution.
- Images effectively capture the essence of events, subjects, and project outcomes, aligning with IOM’s communication and visibility objectives.
- Photographic content has been provided on time and in compliance with ethical and confidentiality guidelines.
Qualifications
- At least 5 years of practical experience in photo and video shooting.
- Proven experience in documentary, portrait, and event photography in field conditions.
- Experience working with international organizations, NGOs, or government agencies (preferred).
- A strong portfolio demonstrates technical expertise and creativity.
- Proficiency in using professional photography equipment (cameras, lenses, lighting).
- Strong post-production and image retouching skills (Adobe Photoshop, Lightroom, or equivalent).
- Ability to work in various conditions (indoor, outdoor, challenging environments).
- Strong attention to detail, ability to follow technical requirements, meet deadlines, and implement feedback.
- Knowledge of ethical photography principles, including working with vulnerable groups.
- Ability to travel across different regions of Turkmenistan.
- Good command of Turkmen and Russian.

- IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
- IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
