Protected area managers and conservation teams rely on advanced technological tools to enhance the efficiency and effectiveness of wildlife protection efforts. SMART (Spatial Monitoring and Reporting Tool) and EarthRanger represent two critical platforms that streamline data collection, analysis, and real-time monitoring. Their integration has proven to optimize conservation strategies. This position aims to ensure the successful deployment and launch of SMART and EarthRanger across identified field sites.

About Technical Advisor - Law Enforcement Monitoring

Their integration has proven to optimize conservation strategies. This position aims to ensure the successful deployment and launch of SMART and EarthRanger across identified field sites.
Major Responsibilities:
- Facilitate the installation and launch of SMART and EarthRanger at several WCS priority field sites, including the WCS Bamingui-Manovo Landscape (northern CAR), Chad (Sena Oura National Park) as well as providing support to additional sites that are looking to launch SMART and EarthRanger .
- Conduct infrastructure analysis to identify and address hardware and software requirements.
- Configure and integrate SMART and EarthRanger systems, including their interoperability.
- Provide training to local teams on system usage and maintenance.
- Ensure smooth handover and operational readiness of both systems.
- Scope of Work
- Pre-Deployment Assessment
- Conduct site visits to evaluate existing infrastructure and assess requirements.
- Review field staff capacity, internet connectivity, and availability of necessary devices (e.g., mobile phones, tracking devices, digital radios).
- Identify additional resources or upgrades required for successful deployment (e.g. bandwidth enhancements).
- System Configuration and Setup
- Configure SMART and EarthRanger software based on site-specific needs.
- Define and implement the SMART data model and ensure it aligns with local conservation goals and Standard Operating Procedures (SOPs).
- Establish EarthRanger URLs and configure the software to reflect user preferences and organizational goals.
- Set up integration between SMART and EarthRanger, ensuring seamless data flow and synchronization.
- Training and Capacity Building
- Provide training for field staff on the use of SMART Mobile and EarthRanger platforms, focusing on data entry, analytics, and real-time monitoring.
- Educate administrators on system maintenance, troubleshooting, and user management.
- Prepare site-specific user manuals and training materials.
- System Testing and Deployment
- Test the functionality of both systems, including real-time monitoring and integration features.
- Simulate use-case scenarios to ensure operational readiness and address any issues.
- Assist in updating local SOPs to incorporate the use of SMART and EarthRanger.
- Post-Deployment Handover
- Conduct a final review of system functionality and staff proficiency.
- Provide documentation of the deployment process and recommendations for long-term sustainability.
- Handover operational responsibilities to the site management team.
Deliverables
- Infrastructure and readiness report for each site.
- Fully configured and operational SMART and EarthRanger platforms at all designated sites.
- Training sessions completed with documented attendance and evaluation of staff competency.
- Updated SOPs reflect the integration of SMART and EarthRanger.
- Final deployment and handover report summarizing activities, outcomes, and recommendations.

- Proven experience deploying SMART and/or EarthRanger in conservation contexts.
- Strong background in IT systems, software deployment, and infrastructure analysis.
- Expertise in conservation technology and field data management.
- Excellent training and capacity-building skills.
- Familiarity with integrating diverse data collection tools such as tracking devices and digital radios
- Approximately 30%-40% of travel to the WCS offices
