JOB TITLE: Logistics Officer (Operations)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Officer (Operations, based in Farchana, Chad) plays a strategic role as Deputy Head of Logistics in optimizing logistics operations, ensuring efficient, data-driven management. This position requires strong analytical capabilities, leadership skills, and proficiency in key logistics tools and to monitor performance and drive continuous improvement.
The incumbent supports the Head of Logistics in supervising field logistics teams, improving transport and warehouse operations, and ensuring compliance with WFP standards. Operating with a high degree of independence, the job holder manages junior staff and is deeply involved in both operational oversight and analytical work.
The role focuses on key logistics functions, including budget and resource management, commodity and warehouse operations, supply chain coordination, stakeholder engagement, and information management. Additionally, the Deputy Head of Logistics and operations ensures the implementation of supply chain strategies that align with WFP’s broader operational goals.
JOB PURPOSE:
To contribute to daily planning and coordination of WFP Farchana logistics operations including monitoring of the operations to ensure cost-effective operations and that set objectives are achieved in full.
ACCOUNTABILITIES /RESPONSIBILITIES:
Operational Oversight & Coordination
- Oversee daily logistics operations, ensuring efficient transport, storage, and distribution.
- Oversee and monitor warehouse operations, ensuring accurate inventory tracking, proper space utilization, adherence to safety standards, and compliance with WFP storage guidelines.
- Troubleshoot operational challenges, which may arise in coordination between logistics and programme activities between Farchana programmatic implementation whilst identifying bottlenecks and process improvements for logistics optimization.
- Coordinate with Program teams at the field level Frachana and Adre (downstream) and the upstream level at both Abeche and the Country Office Ndjamena to align logistics operational needs.
- Work closely with Programme activity managers at Farchana and Adre as well as CO to integrate logistics with operational priorities against distribution schedules and last-mile delivery coordination to enhance supply chain efficiency.
- Develop and implement contingency plans for emergency logistics operations.
Supply Chain Data Analytics & Performance Monitoring
- Utilize LESS, EXCEL, DOTS, and PRISMA to track and analyze logistics performance metrics, including stock levels, Commodity Expiry, Grant Expiry, in-transit status, transport efficiency, and dispatch fulfillment.
- Develop and maintain logistics dashboards to visualize KPIs and support data-driven decision-making for.
- Conduct Pipeline Analysis to forecast logistics needs and provide analytical insights for quarterly planning and emergency prepositioning.
- Ensure real-time monitoring of stock movement and commodity flow using LESS.
Transport & Partnership Management
- Oversee Field Office (Farchana) transport planning, managing allocation planning of both commercial and fleet transport to ensure efficient resource utilization.
- Monitor lead times and transporter/vendor performance using LESS, DOTS and PRISMA analytics.
- Build and maintain strong partnerships with transport providers, and vendors to enhance logistics efficiency.
Compliance & Risk Management
- Ensure adherence to WFP logistics policies, SOPs, and compliance standards.
- Conduct logistics risk assessments, implementing corrective actions to minimize disruptions.
- Maintain accurate and auditable records of all logistics transactions, ensuring transparency and accountability.
Team Leadership & Capacity Building
- Supervise Farchana logistics field staff, ensuring clarity of roles, performance accountability, and operational effectiveness.
- Provide technical mentorship and career development support for logistics personnel.
Expected Outputs
- Efficient and optimized logistics operations, ensuring timely delivery of food assistance.
- Accurate, real-time data reporting using LESS, EXCEL, DOTS and PRISMA.
- Optimized transport and warehouse utilization, reducing difference and improving reliability.
- Strengthened capacity of field logistics teams through training and mentorship.
- Robust compliance measures and risk mitigation strategies in place.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
- At least 3-5 years of experience in logistics, supply chain, or operations management, with field-level exposure.
- Proven experience in data-driven logistics management, including performance monitoring and process optimization.
- Strong background in warehouse management, transport coordination, and fleet operations.
- Experience in humanitarian logistics and emergency response operations is desirable.
Technical Skills & Knowledge:
- Strong analytical and problem-solving skills, with the ability to interpret logistics data and identify trends.
- Advanced proficiency in Excel (Pivot Tables, VLOOKUP, Macros, Data Visualization).
- Experience using logistics systems, for logistics data analysis, management and reporting.
- Strong planning and coordination abilities, ensuring efficient resource allocation and utilization.
Languages:
- Fluency in French and English language.
- Working Knowledge of Arabic is preferred.
