Malteser International has been caring for host communities and displaced people in Iraq since 2014 with a permanent presence on the ground. In the regions of Kurdistan (Dohuk, Erbil) and central Iraq (Ninewa), we have worked with local partner organizations to provide medical care, social cohesion activities as well as livelihood activities for the local population and displaced people. Since summer 2024 Malteser International in Iraq is a so called hibernation location with a small team based in Erbil, Iraq. 

For its work in Erbil Malteser International is looking for a motivated Finance & HR officer for a maximum of 32h working hours per month.

The Finance and HR Officer (FHO) is responsible for managing all monthly financial transactions between MI Headquarters and the MI Office in Iraq, ensuring that transactions are received in a timely manner and documented in compliance with MI Financial Policies and Procedures. This role involves providing critical support in delivering efficient financial and HR management to enhance work quality and contribute to the achievement of MI overall organizational objectives. Additionally, FHO will support MI Headquarters in financial management activities, including the verification of vouchers and ensuring accuracy and accountability in financial records as well as HR activities for Iraq locations. 

Your responsibilities:

  • Act as cashier, managing cashbook and bankbook transactions for IQD and USD accounts. 
  • Verify invoices, contracts, and other documents for compliance before submission for approval. 
  • Ensure tax compliance and handle tax payments for staff and suppliers and handle annual clearance. 
  • Coordinate with banks/Hawala (payments, reports, bank statements), prepare cheques. 
  • Enter all accounting data into the system (FTL), including scanning and labelling of all vouchers as per internal guidelines and ensure timely closure. 
  • Calculate staff salaries, gratuity, and social security payments and ensure they are paid on time. 
  • Maintain confidential HR files and report on staff leave balances to respective line managers. 
  • Perform any additional tasks assigned by the PC or MI HQ staff (for example contribute in proposal budget development). 

Your profile:

  • University degree in Finance, Business administration, or other relevant studies desirable  
  • Minimum 3 years work experience in financial and administrative management  
  • In depth knowledge of financial control systems, accounting, budget planning and financial reporting in humanitarian aid projects  
  • Fully computer literate (Microsoft Office, accounting software), ability to implement new software packages in field locations  
  • Fluency in English (written and spoken), Kurdish and/ or Arabic
