Through the EU funded “ATHENA: Advancing the Human Rights Agenda and Enhancing National Authorities” Project, UNDP, UNICEF and UNFPA aim to contribute towards ensuring more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the area of human rights. This engagement contributes to strengthening rights-based approach in public service delivery to safeguard protection, equality, and inclusiveness. The Project aims at supporting the institutional capacities and strategic communication of the target institutions, namely Human Rights Defender’s Office (HRDO), Ministry of Justice (MOJ), Office of the Representative on International Legal Matters (OSR), Ministry of Labour and Social Affairs (MLSA), Ministry of Interior (MOIA), Chamber of Advocates and Public Defender’s Office (PDO) to drive forward the modern public policy agenda and improve performance of their core functions. It will enhance the relevant competencies of the management and the staff of these institutions.
The focus is placed on good governance, non-discrimination and gender equality, rights of persons belonging to minorities, justice and security reform. The Project equally contributes to implementation of the Agenda 2030, focusing on Sustainable Development Goal (SDG) 16 (peace and strong institutions), SDG 10 (reduced inequalities) and SDG 5 (gender equality).
The Project is designed to deliver the following results:
- Strengthening Institutional capacities of the HRDO and the OSR in protecting and promoting human rights and increasing access to their services;
- Improving the implementation, coordination, communication, monitoring and evaluation of the HRAP 2023-2025 and strengthening the capacities of the HRAP responsible agencies;
- Increasing public awareness on human rights with a particular focus on human rights of the vulnerable and disadvantaged groups;
- Strengthening capacity of the MOJ on human rights, justice and constitutional reforms and raising public awareness;
- Enhancing victim-centred support services for survivors of gender-based violence and sexual violence;
- Promoting mechanisms and capacities for delivering quality free legal aid to vulnerable population.
The Constitutional Reform Task Analyst will be responsible for the day-to-day implementation of project activities, specifically relating to the output on strengthening the capacity of the MOJ in the areas of human rights, justice, and constitutional reforms, as well as raising public awareness. This will be achieved by delivering project outputs, coordinating activities, monitoring progress, and managing related tasks effectively.
Working under direct supervision of the Programme Manager, the incumbent will closely collaborate with partner institutions, ensuring regular communication with key stakeholders such as the Ministry of Justice, Constitutional Reform bodies and other national partners.
Coordinate effective project planning and implementation:
- Support the Programme Manager in ensuring the steady progress towards achieving goals and objectives of the Project, ensuring timely implementation of the Project activities in regular coordination with the beneficiary institutions;
- Provide substantive technical inputs to the annual workplan and budget;
- Work towards its timely implementation with Project partners and beneficiaries;
- Monitor budget implementation and make budget re-alignments/revisions as necessary;
- Work towards safeguarding, monitoring and facilitating quality assurance of all Project activities as spelled out in the Project document;
- Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines;
- Manage the Project contracts outsourced to third parties to ensure timely and due quality of delivery of products and services;
- Confirm receipt of goods and services procured, monitor implementation of the Project.
Establish partnerships and open channels of communication:
- Work closely and coordinate the work of the national and international experts of the Project;
- Keep updated a mapping of main stakeholders/ partners in the field in the Project target sectors;
- Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Identify capacity development needs of stakeholders;
- Ensure effective information flow and exchange within the team;
- Draft the long-term support package for the constitutional reform sector and related fields;
- Support resource mobilization efforts and project development.
Monitor and report on progress in implementing project activities and achieving the targets set
- Monitor progress of implementation of activities and finances using the results-based management tools;
- Organize and attend field missions as necessary and draft reports on monitoring site visits;
- Support the Programme Manager in provision of substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
- Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participate in donor meetings and public information events.
Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s):
- Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the programme activities and contribute to their dissemination;
- Support the Programme Manager to coordinate the development/expansion of knowledge management strategies, methodologies, and products on rule of law and justice area of work;
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
Provide strategic advice and analysis:
- Support transfer of technical assistance and substantive advice to the beneficiary institutions in relevant sectors;
- Promote networking and experience sharing between the Project stakeholders and target groups;
- Contribute to capacity development and awareness raising of the beneficiaries during interviews, workshops, training events, and conferences;
- Liaise and establish effective professional relationship with the authorities on national, regional and local level.
Ensure Project visibility through preparation and implementation of a communication strategy:
- Support the Programme Manager to foster due coordination and linkages of the parallel UNDP projects on rule of law, human rights , police and constitutional reform in Armenia;
- Ensure timely communication and coordination with Project partners and donors for implementation of the planned interventions;
- Ensure due information and communication flows for all stakeholders, promote networking and experience sharing between Project stakeholders and target groups;
- In absence of the Programme Manager, participate with authorities, international and local organizations.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under guidance and direct supervision of the Programme Manager, the incumbent will be responsible for planning, implementation and coordination of the activities under the Constitutional Reform component.

- Master’s degree or equivalent in Law, Public Administration, Human Rights, Public Policy, Social Sciences or a related field is required, OR;
- Bachelor’s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- A minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at national or international level in public service delivery, democratization and rule of law.
Required Skills:
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems;
- Experience in working, liaising and collaborating with civil society organizations, government counterparts, international organizations.
Desired Skills:
- Experience in participating in policy development and legal reform interventions;
- Experience in working, implementing projects with a focus on democratization and rule of law;
- Good knowledge of political and legislative developments in the field;
- Proven experience and technical expertise in constitutional reform mechanisms.
Required Languages:
- Fluency in English and Armenian.
- Knowledge of Russian is an asset.
