Mission and objectives

En agosto de 2012, el Gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo (FARC-EP) iniciaron conversaciones para lograr un acuerdo de paz. A petición de las partes, una Misión política especial fue establecida mediante la Resolución 2261 (2016) del Consejo de Seguridad, la cual está conformada por personal civil y observadores internacionales desarmados. A partir de allí, la Misión tenía como mandato verificar la dejación de las armas bilateralmente con las FARC-EP y, participar como componente internacional (CI-ONU) en el Mecanismo tripartito de Monitoreo y Verificación (MM&V) del cese al fuego y de hostilidades bilateral y definitivo. Este mandato concluyo el 25 de septiembre del 2017.
En junio de 2017, el Gobierno de Colombia y las FARC-EP solicitaron al Consejo de Seguridad de Naciones Unidades la aprobación de una segunda misión política ONU, para un periodo de tres años. En julio de 2017, el Consejo de Seguridad de Naciones Unidas aprobó la resolución 2366 (2017), estableciendo una segunda misión política (Misión de Verificación) para un periodo inicial de 12 meses a partir del 26 de septiembre del 2017, con el mandato de verificar la implementación por partes del Gobierno de Colombia y las FARC-EP de las secciones 3.2 y 3.4 del Acuerdo Final ( Proceso de Reincorporación política, económica, y social de las FARC-EP y Garantías de Seguridad personales y colectivas para las FARC-EP y programas de seguridad para comunidades,). En el periodo de transición entre julio y septiembre 2017, la Misión inicio actividades provisionales relacionadas con su siguiente mandato, planteando la tarea de reportar los avances iniciales al Consejo de Seguridad.

Context

The UNVMC was established in 2016 under the auspices of the UN DPPA with a Verification mandate in Colombia. This United Nations Volunteers (UNV) assignment is part of UNMVC’s Training Unit work to respond to the Learning and Development needs of its staff and personnel.

Task description

Under the direct supervision of the Chief of the Training Unit, the national UNN Training Specialist will undertake the following tasks:


· Assist in the design, development, delivery and coordination of training events, seminars and workshops aimed at enhancing the competencies and technical skills of staff members in - classroom, online and virtually. Training events also include technical and substantive modules, induction briefings, safety and security briefing, leadership, management, communication skills, and planning.

· Coordinate the implementation of external training and follow up with participants on all post-external training requirements such as Post Training Report and Knowledge-Sharing activities.

· Collaborate closely with the Substantive Division to ensure their training needs are incorporated in the Training Unit’s plans and programmes and are timely addressed

· Assist in the organisation and implementation of budgeted Capacity Building Programmes

· Monitor e-learning programs, prepare a monthly training calendar and coordinate and address internal training requests.

· Assist in managing the Training Unit’s databases for all training activities and in maintaining accurate statistical input by ensuring that lists of attendance in all activities are submitted to the supervisor for timely recording in INSPIRA.

· Convene the coordination meeting for the Onboarding activities with partners and stakeholders.

· Manage, coordinate and report on the mandatory Integrated Mission Induction Training for all newcomers in the mission.

· Monitor and report on the mission’s delivered and organised training programmes

· Update information on the Training Unit’s webpage and Portal

· Perform other tasks as directed by the supervisor.
