Project Context and Scope of Work:
The International Organization for Migration (IOM) in Turkmenistan is implementing a project supporting national efforts for effective water resource management and climate adaptation planning, focusing on vulnerable groups such as families of migrants left behind and women-led households.
The project aims to strengthen the adaptive capacity of this target group by enhancing their knowledge and practical skills through a series of training seminars decision-makers, planners, and technical experts from local administrations and self-governance bodies and communities in Akhal and Dashoguz regions. The project will also demonstrate efficient water use and the application of traditional, innovative, and environmentally sustainable technologies in the mountainous village of Konegummez (Akhal region) and the desert pastures of the livestock farm Garagum (Dashoguz region).
A crucial aspect will be stakeholder engagement and collaboration for more effective local adaptation planning, increased resilience, and ensuring national ownership of project outcomes. The project will also conduct case studies to support national climate adaptation efforts and fulfill national commitments to climate change adaptation for vulnerable populations.
National consultants will work closely with the IOM project team and other stakeholders to successfully implement this assignment.
Responsibilities
Under this Terms of Reference, national consultants will:
Participate in inception meetings with local administrations and communities in Dashoguz and Akhal regions to address organizational issues related to the activities outlined in this TOR and to identify beneficiaries of these activities.
Conduct a desk-based compilation of good practices on sustainable water conservation/use in pastoral and irrigated land, including an analysis of potential funding sources in Turkmenistan for the proposed water conservation/use technologies.
Develop training modules and informational handouts for seminars in the project regions, including an overview of best practices in sustainable water conservation/use in pastoral and irrigated lands.
Prepare an informational handout in the form of a Training Workbook, including an overview of best practices in sustainable water conservation/use.
Prepare and conduct pre- and post-assessments for training participants.
Conduct two two-day training on sustainable water conservation/use in pastoral and irrigated lands for decision-makers, planning specialists, and technical experts from local administrations and self-governing bodies in Turkmenistan (25 participants per region).
Develop technical specifications for the procurement of water-saving technologies and assisting in organization of demonstration sites and installation of the technologies in the specified regions after procurement.
Prepare a final report on the work performed.
Qualifications
Education: Professional degree in agriculture, ecology, hydrology, agroecology, or related sciences.
Experience: At least five years in ecology and agriculture, experience with seminars/workshops, and working with government/NGOs.
Skills: Strong analytical, communication, and organizational skills. Proficiency in Microsoft Office.
Languages:
Fluency in Turkmen and Russian.
