The role of the Monitoring, Evaluation and Learning Manager is to lead the strategic direction and quality assurance of monitoring, evaluation and learning (MEL) in the country office. The MEL Manager should design and implement a strategy, SOPs, and budget for MEL which ensures the Country office (CO) is meeting and exceeding MEL minimum standards. Plan for and generates the evidence and learning required to feed into programme and strategic decision making. As a functional manager this role is part of a technical matrix structure and required to work collaboratively with both the technical and the operational management structures at country and area offices. The MEL manager role has a technical accountability to the regional MEL function and will incorporate regional objects and directions in the country planning.

In addition to these responsibilities, in NRC Moldova the MEL Manager is responsible for the Community Feedback Mechanism (CFM).

  1. Design, lead, and manage Country Office and programme level monitoring and evaluation systems ensuring the learning is integrated, accurate and relevant. Ensure the findings and MEL systems are institutionalized. 
  2. Oversee and provide technical guidance and operational oversight on NRC’s Community Feedback Mechanism (CFM), including SOPs and Key Performance Indicators. 
  3. Participate in programme design and proposal discussions, including through theory of change development, log frame design, and budgeting for MEL. 
  4. Support Head of Programmes (HoP) in setting up and implementing systems for tracking management responses. 
  5. Lead on evaluations and manage the capture and dissemination of lessons learned from monitoring data, grants meetings, CO evaluations, programme studies, and NRC annual learning review (global). 
  6. Participate in Country Strategy Process to ensure MEL is a high priority in the country programme. 
  7. Represent NRC in consortia MEL technical reference groups and ensure alignment of consortia MEL activities with NRC MEL policies, systems and procedures. 
  8.  Draf guidelines and instructions for specific IM products and processes and ensure budget for IM activities is secured. 
  9. Oversee the development and roll-out of dashboards for project and programme monitoring. 
  10. Contribute to strengthening collaboration with other actors through building and strengthening networks, cooperation and implementing partnerships. 

What you will bring:

  • At least 3 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes 
  • Advanced degree in economics, research methods, social sciences or a related field 
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches 
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills; 
  • Advanced experience in qualitative and quantitative data analysis and tools 
  • Experience within supporting MEL for one of NRC’s core competencies is an asset 
  • Leadership and mentoring skills, with experience on staff development and capacity building.
  • Fluency in spoken and written English. 

What we offer

  • Duty station: Chisinnau, Republic of Moldova
  • Contract: 12 months.
  • Travel: 30% (regular visits to all area and field offices in the country)
  • Salary/benefits: according to NRC grade 9 national scale for Moldova
