Job Description

The Border Management and Border Integration Project under the Multiannual Indicative Plan (MIP) Belize 2021-2027 of the European Union (EU) International Partnerships and within the Priority Area 2 action, seeks to improve the capacities of officials in the Government of Belize and NGOs involved in Forest Conservation and Patrol activities.

Under the direct supervision of the International Project Officer of the IBM EU Project in Belize, the Senior Project Assistant will support the implementation of the project activities in Belize. The Senior Project Assistant will carry out its duties in close coordination with other IOM staff in country as well as in other countries in the region and in the IOM Regional Office for North America, Central America and the Caribbean.

Responsibilities

Independently lead and coordinate the implementation of the project. Monitor the progress of activities, ensure alignment with established plans, and analyze implementation challenges. Make recommendations for adjusting implementation modalities and work plans to adapt to changing conditions in the field.

Regularly research, compile, analyze, and present national, regional, and international developments, reports, legislation, and relevant documentation. Highlight key issues for consideration by the appropriate parties.

Monitor budget expenditures, verify fund availability, and maintain records of approved project budgets and revisions. Prepare and manage Purchase Requisitions (PR), Request for Payments (RFP), and Vendor Creations, ensuring proper documentation and adherence to IOM policies and donor requirements.

Maintain a digital filing system for all administrative and procurement documents related to the project to facilitate future internal and external audits.

Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports. Ensure that status reports are submitted on time and are in accordance with IOM’s standards. 

Plan, coordinate, and conduct capacity-building workshops for relevant internal and external parties, including border management, migration, and conservation officials. Provide logistical support for awareness-raising activities related to the project. 

Coordinate social media content creation for community engagement and ensure alignment with IOM and EU brand standards. Maintain effective liaison and coordination with local authorities, partners, UN agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project. 

Coordinate internal and external communications activities related to the project, focusing on border management, border integration, and conservation. Ensure alignment with donor visibility requirements and IOM’s corporate media and communication standards

Identify and document good practices and lessons learned from the project. Contribute to the development of Standard Operating Procedures (SOPs), policies, concept papers, and the design of new projects.

Contribute to knowledge management processes by documenting and sharing key insights. Support monitoring and evaluation efforts by compiling, summarizing, and analyzing program activity data.

Act as the focal point for all administrative, procurement, and financial coordination related to project implementation. Obtain necessary clearances, follow-up on actions, and provide overall administrative support.

Assist in the organization and facilitation of Leveraging Global Frameworks Training Sessions and the UN Migration Network Meetings, contributing to the project’s international capacity-building efforts and knowledge exchange.

Provide guidance and training to reporting staff, ensuring that project activities are carried out efficiently and in accordance with IOM’s policies. · Perform any additional duties as assigned by the project leadership.

Qualifications

Bachelor’s degree in education, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Environment or related fields from an accredited academic institution.
