Mission and objectives

The UN Technology Bank became operational in 2018 and serves the 45 least developed countries (LDCs) and former least developed countries for up to five years after their graduation from the category.

The UN Technology Bank supports national and regional technological efforts, reinforces partnerships across sectors and helps nations identify and use appropriate technologies to transform their economies and improve livelihoods.

Headquartered in Gebze, Turkey, the UN Technology Bank actively engages with national, regional and international partners to deliver its programme and projects helps least developed countries build the science, technology and innovation capacity that they need to promote the structural transformation of their economies, eradicate poverty and foster sustainable development.

Context

The objectives of the UN Technology Bank are:
(a) To strengthen the science, technology, and innovation (STI) capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues;
(b) To promote the development and implementation of national and regional science, technology and innovation strategies;
(c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector;
(d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries;
(e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change.

Within the delegated authority and under the supervision of Administrative Officer or his/her designated mandated representative(s), the UN Volunteer ICT Assistant will: Introduce and implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures Develop and review internal ICT policies and procedures as required; elaborate on the content of internal Standard Operating Procedures in ICT in consultation with office management; Develop and update the ICT annual work plan for the office.

Task description

Within delegated authority, the ICT Assistant will be responsible for the following duties:

Desktop Administration and Configuration:
• Monitors all personal computers running the UN software delivery system to ensure that software distributions are being delivered correctly.
• Performs software distribution updates, scripting, testing and support and research into new versions of centrally supported software and performs beta testing, production rollout and postproduction support.
• Performs 1st and 2nd level desktop troubleshooting in conjunction with the Help Desk and provides technical advice to clients when necessary.
• Prepares, maintains, and updates files (electronic and paper) and internal databases, reports and performs other related duties as required.

Server Operations and Administration:
• Performs administration, operation, technical support, and monitoring of server systems.
• Undertakes troubleshooting of server systems. If the problem persists, escalates to a higher level in accordance with procedures.
• Assists in identifying the need for new systems.
• Collects various statistics on the performance and reliability of server systems and produces pertinent reports.
• Maintains the documentation of server systems, pertinent to operations and system administration, implements backups of servers following standard backup procedures.
• Prepares, maintains, and updates files (electronic and paper) and internal databases.

Service Installation and Support:
• Attempts to resolve as many problems calls or service requests on initial contact.
• Performs tasks related to scheduled service requests, including equipment replacement, equipment installation/de-installation, software installation, LAN connection, returns to stock, site surveys, etc.
• Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay.
• Escalates problems/tasks to the appropriate parties in accordance with established procedure, detects problem patterns and recommends solutions.
• Keeps abreast of developments in technology both in the UN and in the industry in general.

Procurement and Logistics of IT Equipment:
• Receive, unpacks, and inspects all incoming assets, enters assets and asset transactions into the automated inventory management system in accordance with established procedure.
• Obeys and enforces all security procedures.
• Troubleshoots, cleans, and repairs/rebuilds equipment.
• Performs more complex hardware and software configuration tasks such as creating standard images.
• Sorts, compiles, and stores equipment in accordance with work orders and/or equipment condition.
• Prepares and releases equipment for service requests.
• Monitors inventory levels and initiates procurement when low thresholds are reached.
• Recommends acquisition of hardware, software, devices, tools, etc. to facilitate work.

Service Coordination:
• Receives and logs service requests.
• Liaises with other areas of Office of Information and Communications Technology (OICT) to facilitate completion of service requests.
• Provides advice to clients regarding OICT standards and workflow processes.
• Performs quality assurance procedures to ensure client satisfaction and escalated problems and monitor to resolution.

Other
• Performs other duties as required.
